Hispanic Americans in Congress 1822-2012 was initially reviewed in Government Book Talk, when it was released as a print publication. It has just been made available as a free eBook through the GPO Online  Bookstore, so we are revisiting our original blog.

The United States celebrates its history through monuments, parks, statues and more comprehensively through books. The latest book from the House of Representatives Office of the Historian Hispanic Americans in Congress 1822-2012 profiles Hispanic members of Congress, incorporating their government service with the history of United States expansion. This book joins existing publications Women in Congress and Black Americans in Congress in honoring minorities and their role in government. This hefty coffee table book does not make for light reading with more than 700 pages weighing seven pounds, but it is rich in content with history spanning nearly 200 years and three centuries.

Since 1899 at least one Hispanic American has served in each Congress. For much of the 19th century, Hispanic Americans served as Territorial Delegates whose native lands had been acquired by war or diplomacy from Spain or Mexico as a result of U.S. continental expansion. Territorial delegates had limited power and served more as lobbyists for their interests like infrastructure projects for roads and railways than as legislators. Following the Spanish-American War of 1898, the inclusion of Puerto Rico as a territory marked another increase in representation of Hispanic Americans in government. Since the first Territorial Delegate from Florida joined Congress in 1822, 91 Hispanic Americans have served in Congress and more than half, or 54, served after 1977.

The publication dedicates more pages to the past giving a detailed history of United States expansion and the inclusion of Hispanic Americans in Congress as Texas, New Mexico, California, Florida, Puerto Rico and other territories gained representation in government. Each member’s profile includes a picture, full-page pictures for former members, and standard biographical information with a greater focus on what they did while in Congress – the committees they served on, legislation they fought for and select anecdotes. The early history is more interesting as representatives overcame language barriers and fought for statehood for their territories. The appendices at the end of the book are a great resource organizing members by every imaginable category like the number of Hispanic Americans in Congress from each state, the committees they served on, the committees they chaired, the representatives in each Congress, and so on.

This book is a great read or scan because it takes vaguely familiar history and expands on it from the Hispanic American perspective, a unique viewpoint that those not from the Southwest may not be as familiar with. Regardless of perspective, the publication honors Hispanic Americans and the impact they have had on history and the growth and development of Congress.

2015 Counterterrorism Calendar Now Available

The National Counterterrorism Center (NCTC) has released its annual Counterterrorism Calendar for 2015. This year’s calendar features a few updates, such as the inclusion of ISIS leader Abu Bakr al-Baghdadi and two women.

2015 Counterterrorism CalendarThe goal behind the Counterterrorism Calendar is to educate and inform both professionals– first responders, military, intelligence, law enforcement and other counterterrorism personnel– as well as civilians about the threats of international terrorism and how to prevent, respond or mitigate these threats against the United States both at home and abroad.

Under the Office of the Director of National Intelligence, the National Counterterrorism Center or NCTC serves as the primary organization in the U.S. government for integrating and analyzing all intelligence possessed or acquired by the U.S. government about international terrorism, including data from U.S. Federal agencies like the CIA, NSA, Defense Intelligence Agency, and the FBI as well as other domestic and international sources.

First published in a spiral-bound daily planner format in 2003, just two years after the World Trade Center attacks, the Counterterrorism or CT Calendar from the NCTC is published annually. According to the NCTC, their 2015 Counterterrorism Calendar:

…provides information on known terrorist groups, individual terrorists, and technical information on topics such as biological and chemical threats. This edition, like others since the Calendar was first published in daily planner format in 2003, contains many features across the full range of issues pertaining to international terrorism: terrorist groups, wanted terrorists, and technical pages on various threat-related topics.

Features of the Calendar

In addition to serving as a desk calendar / event planner, the 160-page 2015 Counterterrorism Calendar also serves as a tutorial on international terrorism and a gallery of “most wanted” terrorists.

The right-hand page of the planner has the event planner dates along with key historical events of significance to terrorists that might be used to plan future terrorist activities. For example, on January 8, 1998, terrorist Ramzi Ahmed Yousef was sentenced to life plus 240 years for his role in the 1993 World Trade Center bombings.

On the left-hand pages are photos, maps and/or data on terrorists and terrorist organizations around the world, from Africa and the Middle East to Europe and the Americas.

“Terrorism tutorial” information ranges from cultural—details about the Islamic Calendar; the spelling of Arabic names and terms; lists of Foreign Terrorist Organizations (FTOs), and logos used— to technical –  information about Chemical-Biological-Radiological-Nuclear-Explosive (CBRNE) weapons commonly used by terrorists, from suicide bombs to sarin gas, and how to detect and mitigate them.  For example, who among us would recognize the terrorist threat from these innocent-looking beans?

“Wanted” Terrorists

Providing the real drama of the calendar are the full-page “Wanted” poster-style pages of an individual terrorist, complete with photo (if available), aliases, his terrorist activities, the reward offered, and how to report information about him.

One of the largest rewards, $25 Million, is offered for information leading to the capture of Ayman al-Zawahiri, also known as “The Teacher” or “The Doctor” who is a physician and the founder of the Egyptian Islamic Jihad. According to the CT Calendar:

“This organization opposes the secular Egyptian Government and seeks its overthrow through violent means. Al-Zawahiri is believed to have served as an advisor and doctor to Usama Bin Ladin. He has been indicted for his alleged role in the August 7, 1998, bombings of the US embassies in Dar es Salaam, Tanzania, and Nairobi, Kenya. The embassy bombings killed 224 civilians and wounded over 5,000 others.”

Civilian Involvement

Finally, the NCTC carries on the civilian involvement tradition by including instructions for citizens of the U.S. and other countries on how they can help fight terrorism. Pages on “Indicators of False Travel Documents” and how U.S. residents can report suspicions are provided. Additionally, the  Rewards for Justice (RFJ) Program is described in detail, wherein the U.S. Secretary of State may offer rewards for information that prevents or favorably resolves acts of international terrorism against US persons or property worldwide.

On the last page is a Bomb Threat Call Procedures form with valuable details of questions to ask and information to note about the caller, such as his or her voice (accent, age, tone, language) and background sounds. Did you note if the caller was clearing his throat or had an accent? Were there sounds of machinery in the background? What kind? Any and all details could help law enforcement.

Tracking “Big Red One”: NORAD’s Secret Santa Mission [UPDATED]

As Christmas draws near, Government Book Talk revisits one of our most popular blog posts to coincide with the holiday.

This article is Part 1 of a series on NORAD’s Santa Tracker by Government Book Talk, and tells the history of how a typo in 1955 holiday ad and a NORAD colonel’s heartwarming response to kids led to NORAD tracking Santa Claus (call sign “Big Red One”). One of America’s key weapons in defense of its homeland is NORAD, the North American Aerospace Defense Command.  With its slogan of “Deter, Detect, Defend” its stated mission is as follows:

The North American Aerospace Defense Command conducts aerospace warning, aerospace control and maritime warning in the defense of North America.

What does “aerospace warning” consist of? It includes “the monitoring of man-made objects in space, and the detection, validation, and warning of attack against North America whether by aircraft, missiles, or space vehicles, through mutual support arrangements with other commands.

One of the most unusual but beloved “objects in space” NORAD has had the responsibility for monitoring is none other than Santa Claus.

How did tracking Santa Claus become part of NORAD’s mission? It all began with a typo.

‘Twas the night before Christmas, December 24, 1955, when a Sears Roebuck & Co. department store placed an advertisement in a Colorado Springs newspaper telling children that they could telephone Santa Claus directly.

It featured a big picture of St. Nick, a phone number and these instructions, “Hey, Kiddies! Call me direct…Call me on my private phone and I will talk to you personally any time day or night.Ironically, the ad also cautioned, “Kiddies, be sure and dial the correct number!

Unfortunately, the paper misprinted the phone number, listing instead the top secret hotline that was used only in national emergencies to alert CONAD (the Continental Air Defense Command–NORAD’s predecessor) if the Soviets were attacking!

 The “Santa Colonel”

U.S. Air Force Col. Harry Shoup, CONAD’s director of operations, grabbed the red emergency phone, thinking an attack was imminent.

According to Shoup’s account, he answered, thinking it was his general, “Sir, are you there?

Instead, a little 6 year-old boy’s voice came over the phone asking, “Are you really Santa Claus?” Shoup, thinking it was a prank, barked into the phone asking “Would you repeat that?” and demanding to know who was calling. At this point, the little voice started crying, and asked tentatively, “Is this one of Santa’s elves, then?

Soon the phone began ringing off the hook with kids wanting to talk to Santa, so once they figured out the error, Shoup decided to play along and instructed his team to act as Santa’s helpers. He had his radar operators check the radar for indications of Santa making his way south from the North Pole.

Children who called were given updates on the current location of St. Nick and his reindeer-drawn flying sleigh, and a beloved annual Christmas tradition was born.

Shoup became known as the “Santa Colonel,” a moniker he cherished until his death, his daughter says.

Santa Tracker goes high-tech

In 1958 Canada joined the alliance and CONAD became NORAD, which carried on the Santa mission. Originally, Santa tracking updates were delivered via radio broadcasts and of course, calling the Santa Tracking hotline, but with the introduction of the Internet, Santa tracking went online by Christmas 1997.

Guarding What You Value Most: North American Aerospace Defense Command Celebrating 50 Years (available in Hardcover Print or as an eBook) is the terrific publication documenting NORAD’s illustrious 50+ years of  history and provides easy-to-follow timelines of key NORAD events along with copious color photographs, maps and snippets of history of this important organization.

The publication also proudly covers the history of its favorite mission— Santa tracking— stating:

“Today, using the same technology used to perform their day-to-day mission— satellites, high-powered radars and jet fighters— NORAD tracks Santa Claus as he makes his Yuletide journey around the world.”

Specifically, NORAD’s Santa site says that it uses four different high-tech systems to track Santa–radar, satellites, Santa Cams and fighter jets:

Tracking Santa starts with the NORAD radar system called the North Warning System. This powerful radar system consists of 47 installations strung across the northern border of North America. On Christmas Eve, NORAD monitors the radar systems continuously for indications that Santa Claus has left the North Pole.

The moment that radar indicates Santa has lifted off, we use our second detection system. Satellites positioned in geo-synchronous orbit at 22,300 miles from the Earth’s surface are equipped with infrared sensors, which enable them to detect heat. Amazingly, Rudolph’s bright red nose gives off an infrared signature, which allows our satellites to detect Rudolph and Santa.

The third tracking system is the Santa Cam network. Santa Cams are ultra-cool, high-tech, high-speed digital cameras that are pre-positioned at many locations around the world to capture images and video.

The fourth system is made up of fighter jets. First, Canadian NORAD fighter pilots flying the CF-18 intercept and welcome Santa to North America. In the US, American NORAD fighter pilots in either the F-15 or the F-16 provide an escort flying alongside Santa and his famous reindeer.

Santa goes mobile… and Global!  

[UPDATE DECEMBER 2012]:For Christmas 2012 Google is stepping aside to make room for other companies to help track Santa. Said a NORAD spokesperson: “This year, NTS and Google mutually agreed to go in new directions, and we are excited to welcome a number of new contributors, to include Microsoft, Windows Azure, Bing, and iLink-systems, among others, to help us in our mission of tracking Santa.

Thanks to dozens of volunteer local translators, NORAD Tracks Santa website is now offered in 8 languages, including English, Spanish, French, German, Italian, Portuguese, Japanese, and Chinese.

Listening along with the live computer video clips, many parents use this as an opportunity to give a fun world geography lesson as the family follows Santa’s path around the world. Volunteer military personnel give running commentary and interesting tidbits about the cities as Santa passes through.  For example, did you know that NORAD’s satellites and radar clocked Santa’s sleigh going 100 times faster than the Japanese bullet train?

How many “elves” does it take to track “Big Red”?

Today, children young and old all over the world can call in or email NORAD on Christmas Eve to find out just where Santa is, or, since Santa went digital, follow along on NORAD’s cutting edge web site.

NORAD has over a thousand volunteers every year from Canadian NORAD and U.S. Army, Navy, Air Force and Marine Corps personnel and their families, who record audio and come in to NORAD on Christmas Eve to staff the phones and answer emails to anxious children wanting to know if here comes Santa Claus right down their particular Santa Claus Lane…  Meanwhile engineers ensure the tracking systems are on target and U.S. fighter jets stand ready to escort the “celebrity” that NORAD calls “Big Red” as he passes through U.S. air space.

In 2011, First Lady Michelle Obama helped on the Santa Tracker hotline phones.

How can you track Santa on Christmas Eve?

So, on the night before Christmas, when not a creature is stirring, you might want to rouse your mouse– uh, your computer version, of course– and surf over to NoradSanta.org or call 1-877-HI-NORAD (1.877.446.6723) from North America to find out when Santa Claus is coming to YOUR town. (By the way, Santa’s helpers at NORAD are great at reminding the kids to go to bed because Santa is near and won’t stop if they’re awake!)

The report also includes three appendices covering the terms of reference, the CIA’s list of detainees from 2002-2008, and an example of inaccurate testimony to the committee from April 12, 2007.

Although the full report provides substantially more detail than what is included in the Executive Summary on the CIA’s justification and defense of its interrogation program and use of its “enhanced interrogation techniques,” this basic review provides a snapshot of what you will learn upon reading the executive summary.

Remembering Pearl Harbor

Seventy-three years ago this month, the historic attack on Pearl Harbor took place. On the morning of December 7, 1941, the Imperial Japanese Navy launched the surprise military attack of the United States naval base at Pearl Harbor, Hawaii. This landmark event in history led to the United States’ involvement in World War II. Over 350 Japanese fighter planes, bombers, and torpedo planes attacked the base. 2,403 Americans were killed, and another 1,178 were wounded. U.S. Navy battleships were severely damaged, some sunk; cruisers, destroyers, and other ships were extremely damaged or destroyed; and almost 200 U.S. aircraft were destroyed. This pivotal moment changed the course of U.S. history. The next day, on December 8, 1941, the United States declared war on Japan. President Franklin D. Roosevelt proclaimed December 7, 1941, “a date which will live in infamy.”

Another interesting read is also from the National Security Agency’s Center for Cryptologic History is called, “West Wind Clear: Cryptology and the Winds Message Controversy: A Documentary History.” This documents the history behind the theory that the “winds message” was received by the United States as a warning that the Japanese were going to attack Pearl Harbor.

Also of interest is a document from the Combat Studies Institute Press, “Staff Ride Handbook for the Attack on Pearl Harbor, 7 December 1941: A Study of Defending America.” The publication allows for study of the battle, not only in context of the Japanese attack, but also in the context of the issues that are relevant to the global war on terror. It is available from GPO’s Catalog of U.S. Government Publications as parts 1 and 2.

Another publication of note is, “7 December 1941: The Air Force Story,” from the Pacific Air Forces Office of History. This was published for the 50th anniversary of the attack and details the Air Forces’ story from that fateful day.

Celebrate American Indian Heritage

In 1990, President George H. W. Bush proclaimed November as “National American Indian Heritage Month,” as requested in Public Law 101-343. Since then, proclamations and legislation have been passed to recognize the history and culture of Native American Indian and Alaskan Native tribes during the month of November. You can read many of the past proclamations and legislation on GPO’s Federal Digital System (FDsys).

There are many documents related to designation of November as a celebration of Native American heritage. In addition, many documents about the celebration are available in Federal depository libraries located nationwide or online through GPO’s Catalog of U.S. Government Publications.

History

The effort to recognize and celebrate American Indian Heritage at a national level began a century ago. Dr. Arthur Caswell Parker, director of the Rochester Museum in New York and founder of American Indian rights organizations, persuaded the Boy Scouts of America to commemorate a day for “First Americans” in 1912.

Several declarations by American Indian Groups have designated a day in May as well as September for commemorating Native Americans. Additional historical information is available on the U.S. Department of the Interior Indian Affairs Web Site. The site also provides a list of Congressional Resolutions and Presidential Proclamations. Many of those are available through FDsys, or in the collections at Federal depository libraries. The Library of Congress also has a Web site with information about Native American Heritage Month.

Federal Observance of an official day or week to celebrate Native culture began in 1976 with a Congressional Resolution authorizing President Ford to declare on October 8, “Native American Awareness Week.” Every year thereafter, a proclamation has been made to celebrate a day or month in honor of American Indians. According to a Library of Congress information page about the history, it began in 1986 with Public Law 99-471 and President Reagan’s Proclamation 5577 declaring November 23-30, 1986 as “American Indian Week.” In 1992, Public Law 102-188 declared the entire year of 1992 as “Year of the American Indian.”

President Obama made the 2014 proclamation on October 31. You can check the White House Web Site for other Presidential Proclamations. Historical proclamations are included in publications such as the Public Papers of the Presidents of the United States and the U.S. Statutes at Large. These can also be accessed in Federal depository libraries nationwide.

Native American Day – October

Many States in the U.S. also celebrate a Native American Day.

Recently the California State Legislature proclaimed the Fourth Friday in September as Native American Day. American Indian Day has been celebrated in Tennessee since 1994.

In South Dakota, the second Monday in October is celebrated as Native American Day, rather than Columbus Day. Codified State Law 1-5-1.2 states that “Native Americans’ Day is dedicated to the remembrance of the great Native American leaders who contributed so much history” to the state of South Dakota.

Other annual events occur throughout the year, such as the annual Native American Heritage Days held in Grand Canyon National Park. The twenty-first annual event was held this year from August 7-8, 2014

Educational Resources

Whether celebrating a day, month or year, you can take any opportunity to learn more about the history and culture of the indigenous peoples of North America.

The National Library of Medicine recently created the exhibition Native Voices: Native People’s Concepts of Health & Illness. Visitors can see the exhibit in the rotunda gallery of the National Library of Medicine, or visit the traveling exhibition. The Exhibition opened in Honolulu Hawaii on July 18th, and is currently in Sulphur, Oklahoma until October 24, 2014. For those unable to visit in person, the Web site includes videos, timelines, and resources about the exhibition and content.

The National Archives contains a wealth of records relating to American Indians from about 1774 through the 1990s. Their Web site provides a helpful research guide for accessing these collections. The U.S. Department of Housing and Urban Development has created an informative guide on Native American Heritage through the Indian Housing’s Office of Native American Programs (ONAP). The U.S. Department of Defense also has a detailed Web guide created for the 2001 American Indian Heritage Month.

The Smithsonian National Museum of the American Indian is a valuable educational resource visitors to Washington, D.C. can explore. Those unable to visit in person can explore some of the collections online.

There are also several books and series published by Federal agencies and available from the Government Printing Office bookstore to learn more about Native cultures, history, and recent events:

Veterans Day and Marine Corps Birthday

November 11 is Veterans Day, an annual holiday set aside to honor the contributions of the brave men and women who have served or are serving in the United States Armed Forces.  Coinciding with Veterans Day, this month also marks the 239th anniversary of the Marine Corps. On November 10, 1775, the Continental Congress passed a resolution stating that “two Battalions of Marines be raised,” for service as landing forces for the Continental Navy. Goblins, Ghosts and Witches, Oh My! Happy Halloween, October 2014

It’s nearly Halloween, and if you’re thinking about buying candy or pumpkins more than reading Federal government documents, it’s understandable. All the same, it would be regrettable if you missed reading some very relevant Federal government documents before preparing for your Halloween celebration.

Whether you are pulling together a costume for yourself or for kids, you need to make sure the costume is safe to wear. There are a few basic tips to follow when you get ready for trick-or-treating, according to the CPSC’s Halloween Safety: Safety Alert.

  • Decorate costumes with reflective tape
  • Carry bright flashlights
  • Trim or hem long costumes to avoid tripping
  • Choose flame-resistant material
  • Wear good walking shoes
  • Prefer cosmetics over masks when possible
  • Wear masks and headgear that are securely tied and do not obscure the wearer’s vision

The FDA recommends getting professional help to avoid eye damage if you plan to wear decorative contact lenses as part of your costume. The safe costume tips from these documents are good hints for choosing Halloween party gear, as well.

The CPSC also recommends that you stick to safe houses, make sure your children walk (and don’t run), and that you check children’s candy before letting them eat any, in case of evidence of tampering (although the history of Halloween candy tampering is spotty). Food safety overall is always a concern at Halloween, and reading the FDA’s Halloween Food Safety Tips for Parents is good preparation for anyone responsible for children attending Halloween parties and celebrations.

Those revelers staying in one location will want to follow guidelines given in Halloween Fires. House parties at Halloween frequently feature candles, bonfires, firepits and the like. The US Fire Academy says Halloween is a night when fires spike, with “a 63 percent increase in the daily occurrence of incendiary or suspicious structure fires for October and November. ….the peak in incendiary and suspicious structure fires on Halloween is slightly lower than the peak on July 5th but higher than New Year’s Day” (p. 12). Many of the fires on Halloween (and the night before Halloween, known as Devil’s Night), are the result of arson, and accidents play a role as well. Be aware and know the exit locations at the party you’re attending. If the party you are holding or attending has includes fire as part of the fun, have fire-extinguishing equipment nearby.

And if you’re planning to stay at home for Halloween, heighten your sense of the holiday mood and read some of the spooky traditions of Halloween in The Fantasy and Folklore of All Hallows, from the Library of Congress’ Folklife Center. You can learn about the origins of Halloween, originally a Celtic festival of the dead called Samhain. Samhain was the biggest holiday of the Celtic year, and served as a new year. The Celts lit bonfires for the dead to create a barrier between them and the living. Supposedly, the bonfires guided the dead back to the netherworld at this time of the year when the Celts believed the border between the dead and the living was thinnest. This brief monograph also covers how the Catholic Church appropriated Samhain from the Celtic natives to become All Hallows, and eventually Hallowe’en (Hallows evening). If you finish reading the piece wanting to know more, the author links a selected bibliography of resources on Halloween and related topics at the end of the text. You get to learn a bit of history and appreciate the author’s poetic text also. He closes the piece by noting that traditional American Halloween activities “…reaffirm… death and its place as a part of life in an exhilarating celebration of a holy and magic evening.”

Happy Birthday, U.S. Navy!

US Navy logoOctober 13 marks the 239th anniversary of the establishment of the United States Navy. Dating back to the early days of the revolution, the Navy was initially formed when the Continental Congress voted to “fit out” two sailing vessels. The sailing vessels armed with carriage and swivel guns and manned by small crews were sent out in an effort to stop transports that helped supply British forces during the American Revolution. This effort mandated by the Continental Congress on October 13, 1775 established the Continental Navy, and thus is now recognized as the official birthday of the U.S. Navy. Volume 12 presents the essential primary sources on a crucial time in the young republic’s naval history—as the British consolidate their strength in the Mid-Atlantic, and the Americans threaten British shipping in European waters and gain a powerful ally as France prepares to enter the war.

How to “SPOT” Trucks Carrying Hazardous Materials on Highways during Road Trips?

I travel to NJ by car frequently for long weekends. This past summer, I took a long road trip from Northern Virginia to New England.   This large span of highway took me close to ten hours in my personal vehicle without traffic delays or any traffic-related accidents.

On these trips I often encounter the now familiar visions of red brake/tail lights in front of me, and hear the screeching of brakes coming from somewhere around me and hope/pray that the other vehicle is not near me. Sometimes these massive slow-downs are a result of a car fire, a traffic accident with multiple vehicles, or bumper-to-bumper traffic due to people viewing a recent incident on the other side of the highway.

While I am sitting at a stand-still, I often wonder how the policeman that arrives while I am sitting in traffic know whom to call to clean the roadway to make it safe for others?   When we are allowed to move forward and get closer to the incident, we have all seen them – those responders, that are in their “special” suits and masks called in to deal with cleaning up this roadway mess, an image that may look similar to this one:

They often arrive after the incident has taken place. Aside from their sense of smell, how do they know what type of hazardous material is on the roadway? Are all chemical spills treated the same way?

According to the Department of Transportation (US DOT), Federal Highway Administration’s publication targeted at First Responders titled “Traffic Incident Management in Hazardous Materials: Spills in Incident Clearance”. The Federal Highway Administration’s mission is to “Keep America Moving”.

Traffic Incident Management (TIM) and spill management are two of the tools in the “resource toolbox” that focus on reducing congestion.

050-000-00596-8[1]The purpose of this document is to report practices regarding the clean-up of incidental spills and to explain the use of the United States Department of Transportation’s (U.S. DOT) Emergency Response Guidebook (ERG). This document also describes techniques and strategies that can be used to handle hazardous material spills at traffic incidents.

Current research indicates that hazardous materials traffic in the U.S. now exceeds 800,000 shipments per day.   When you think about how many trucks you see while driving on the highways and airplanes flying overhead daily, that is an abundance of hazardous materials being transported!

The largest tank volume is the saddle tank (normally 70 gallons) on a semi-truck. Depending on the number of tanks on the truck, the maximum capacity for fuel for a commercial vehicle can be as much as 350 to 420 gallons!

Under the DOT’s Hazardous Materials Regulations notations included in this guide, (HMR; 49 CFR Parts 171-180) hazardous materials are categorized by analysis and experience into hazard classes and packing groups. Each shipper is required to classify a material according to these hazard classes and packing groups and communicate the material’s hazards. The shipper repetitively communicates the hazard through the use of package labels, shipping papers, and placards on transport vehicles.

The DOT has broad jurisdiction to regulate hazardous materials that are in transport, including the discretion to decide which materials shall be classified as “hazardous.” These materials are placed in one of nine (9) hazard classes based on their chemical and physical properties. Therefore, it’s important for response personnel to understand the hazard classes, their divisions, and reclassified materials so they can assess the situation and respond, accordingly.

National Public Lands Day: Orchards and Fruit Trees

The leaves on the trees are changing colors, pumpkins seem to be popping up everywhere, and it is getting darker earlier. Fall is in the air and coinciding with the beginning of fall is National Public Lands Day, a celebration that began in 1994 and takes place on the last Saturday of September where volunteers across the country work together to beautify public lands. Also coinciding with the season is the annual trip to the orchard to pick apples and drink cider. In the spirit of fall, apple picking, and National Public Lands Day, we are looking at two companion publications from the National Park Service about orchards and fruit trees.

024-005-01266-4Fruitful Legacy: A Historic Context of Orchards in the United States, with Technical Information for Registering Orchards in the National Register of Historical Places

This 2009 publication follows the history of fruit trees, their presence in national parks, and how to properly register the trees. The first half and more interesting half of the publication informs readers on how fruit trees came to the United States:

  • From 1600-1800, European settlers planted seeds in irregular patterns to grow fruit trees for the purpose of producing cider and animal feed, not to produce edible fruit.
  • During the 1800s, commercial orchards were established where trees were planted in a specific pattern with the purpose of eating raw fruit. This practice started on the east coast and migrated west along with the expansion of the country.
  • From the late-1880s to mid-1900s, the U.S. Department of Agriculture was established and a new generation of growers started using pesticides, mechanical irrigation systems, cold storage, and mechanized equipment.
  • From the mid-1900s to present, the practice transitioned from amateur, small-scale farm orchards to professional commercial orchards. It was determined that small, dwarf trees produced greater yield and were more profitable.

Published in 2012, this publication follows Fruitful Legacy and specifically focuses on preserving orchards and fruit trees in California. Orchards and fruit trees are growing across 15 percent of California State Parks. Established overtime by Native Americans, Spanish missionaries, and the settlers from the Gold Rush, orchards and fruit trees can live from 50-200 years depending on the type of tree. The publication goes in depth on how to grow, maintain, and protect orchards and fruit trees and is intended for professionals who work for the California State Park Systems. However, the information can be adapted by anyone who wants to know best practices for growing fruit trees whether it is an entire orchard or a single tree.
