United States Army and the Lewis and Clark Expedition, prepared as part of the Army’s contribution to the observance of the Lewis and Clark Bicentennial Commemoration, is an engaging account of a stirring and significant event in American military heritage. Hogan’s and White’s memorable study is evocative of the courage and discipline of the Army today.

Bill of Rights Day

It has been said that the Declaration of Independence was the promise; the Constitution was the fulfillment. Then you might say that the Bill of Rights was the affirmation. Today, December 15, those enduring first ten amendments to the Constitution are 224 years old. GPO makes available a pocket copy of The Constitution of the United States and the Declaration of Independence that includes the celebrated Bill of Rights.

Before the guarantees of the Bill of Rights were plainly enumerated in the Constitution, there was a rumbling fear of the tyrannical actions of government. In response, James Madison authored a list of amendments requiring approval from the House, Senate, and all states. His list enshrined as inalienable rights the self-evident truths invoked in preceding documents.

Although the phrase itself does not appear explicitly in the Constitution, The Bill of Rights is a foundation stone of a document that has lived long and large. Because of it, fundamental freedoms such as religion, speech, and due process of law are formally protected within the supreme law of the land.

The Declaration of Independence, Constitution, and Bill of Rights are three extraordinary documents. They are the slow-burning coals of a quiet revolution, a steady progression to improve the quality of American life. Together they secure individual liberties and safeguard the spirit of popular sovereignty extolled in the phrase “we the people.” Now is as good a time as any for “we the people” to re-read them.

Hispanic Americans in Congress 1822-2012

Hispanic Americans in Congress 1822-2012 was initially reviewed in Government Book Talk, when it was released as a print publication. It has just been made available as a free eBook through the GPO Online  Bookstore, so we are revisiting our original blog.

The United States celebrates its history through monuments, parks, statues and more comprehensively through books. The latest book from the House of Representatives Office of the Historian Hispanic Americans in Congress 1822-2012 profiles Hispanic members of Congress, incorporating their government service with the history of United States expansion. This book joins existing publications Women in Congress and Black Americans in Congress in honoring minorities and their role in government. This hefty coffee table book does not make for light reading with more than 700 pages weighing seven pounds, but it is rich in content with history spanning nearly 200 years and three centuries.

Since 1899 at least one Hispanic American has served in each Congress. For much of the 19th century, Hispanic Americans served as Territorial Delegates whose native lands had been acquired by war or diplomacy from Spain or Mexico as a result of U.S. continental expansion. Territorial delegates had limited power and served more as lobbyists for their interests like infrastructure projects for roads and railways than as legislators. Following the Spanish-American War of 1898, the inclusion of Puerto Rico as a territory marked another increase in representation of Hispanic Americans in government. Since the first Territorial Delegate from Florida joined Congress in 1822, 91 Hispanic Americans have served in Congress and more than half, or 54, served after 1977.

The publication dedicates more pages to the past giving a detailed history of United States expansion and the inclusion of Hispanic Americans in Congress as Texas, New Mexico, California, Florida, Puerto Rico and other territories gained representation in government. Each member’s profile includes a picture, full-page pictures for former members, and standard biographical information with a greater focus on what they did while in Congress – the committees they served on, legislation they fought for and select anecdotes. The early history is more interesting as representatives overcame language barriers and fought for statehood for their territories. The appendices at the end of the book are a great resource organizing members by every imaginable category like the number of Hispanic Americans in Congress from each state, the committees they served on, the committees they chaired, the representatives in each Congress, and so on.

This book is a great read or scan because it takes vaguely familiar history and expands on it from the Hispanic American perspective, a unique viewpoint that those not from the Southwest may not be as familiar with. Regardless of perspective, the publication honors Hispanic Americans and the impact they have had on history and the growth and development of Congress.

Designing a Nation: Civic Art in the Nation’s Capital

The U.S. Capitol and National Mall are a beautiful representation of the dignity and public spirit of the United States of America. This area is steeped in history, and you can learn more about the past and continued efforts to design, build, and preserve the U.S. Capitol and National Mall through many government publications.

Brumidi-To-Make-Beautiful-the-CapitolWith its famous dome celebrating its 150th anniversary in December 2013, the United States Capitol is a treasure-trove of civic art. Just released, To Make Beautiful the Capitol: Rediscovering the Art of Constantino Brumidi gives a detailed history of renowned Italian-born artist Constantino Brumidi’s masterful work in “making beautiful” the walls and ceilings of the United States Capitol in a span of 25 years starting in 1854. Every page delights with gorgeous, full-color photographs and images of Brumidi’s art, from photographs of the frescoes and decoration, to sketches, paintings and images of the artist, particularly the Brumidi Corridors and his “monumental fresco” in the Capitol Rotunda, called The Apotheosis of Washington. Fascinating anecdotes are included throughout of the artist and the inspirations he received for various elements, his relationship with engineer Montgomery C. Meigs, and the conservation efforts to preserve his work accurately for posterity. The primary oversight board for projects in the National Mall area is the U.S. Commission of Fine Arts, which was established by an act of Congress on May 17, 1910 in Public Law 61-181. This commission was created as an independent review agency for the work of designing the national capitol and to guide the architectural development of Washington. The commission’s role was expanded with later passage of the Shipstead-Luce Act of 1930 (Public Law 71-231 and Public Law 76-248), and the Old Georgetown Act of 1950 (Public Law 81-808). The U.S. Commission of Fine Arts has a long history of guiding the development of the nation’s capital. Several resources are available in print and online to learn more about the commission’s history.

The National Park Service maintains a detailed guide linking to documents and reports that detail the area history. The Mall Cultural Landscape Inventory, part 2 contains several pages describing the history of the Senate Park Commission and its formation into the U.S. Commission of Fine Arts.

Designing-the-nations-capitalThe U.S. Commission of Fine Arts published a monograph in 2006; Designing the nation’s capital: the 1901 plan for Washington D.C. This 359 page monograph contains illustrations in color and black and white, as well as maps. The National Park Service provides full text access to this title online.

In addition to this title, several editions of this history of the U.S. Commission of Fine Arts from 1910 to date were published in 1964, 1977, 1981, 1985, 1991, and 1996.

Civic Art : a centennial history of the U.S. Commission of Fine ArtsThe most recent addition to the volumes available about the history of the commission is celebrates 100 years of the work of the commission. Civic Art : a centennial history of the U.S. Commission of Fine Arts is a beautiful, 626 page monograph with illustrations, maps and plans. It is a comprehensive history of the agency and includes original essays by prominent architects and landscape architects including Arleyn Levee, Carroll William Westfall, and Richard Guy Wilson.

A Botanic Garden for the Nation: The United States Botanic GardenAnother beautiful book that features some of the history of the national mall area is A Botanic Garden for the Nation: The United States Botanic Garden. If you are interested in the official records of the commission, you can locate them at the National Archives. The record collection includes administrative history, annual reports, and a selection of still photographs. The records are divided between College Park, MD and Washington DC. Many of the records pertaining to the building and continued development of the National Mall are available at the National Archives, such as the National Park Service Records for the National Capital Region, and the Records of the Office of Public Buildings and Public Parks of the National Capital.

Quiz and History for Bill of Rights Day December 15

We celebrate Bill of Rights Day on December 15 every year in the midst of the bustling holiday season. Although it’s not a Federal holiday, it’s definitely a day for American citizens to commemorate the freedoms we enjoy by law. And no, the right to shop—while popular in America— is not listed in the Bill of Rights!

History of the Bill of Rights

The Founding Fathers drafted the United States Constitution during the First Constitutional Convention, held from May through September 1787 in Philadelphia. The completed draft constitution, sent to the States for ratification in September 1787, did not include any mention of individual rights. The framers’ focus was largely on structuring a strong government, and getting that structure put into place. Without such a structure, the Founding Fathers feared the country’s collapse into chaos or new attacks from outsiders. They left the issue of individual rights without adding it to the Constitution during that meeting.

As a result of this omission, Edmund Randolph, George Mason, and Elbridge Gerry refused to sign the Constitution on principle. Maryland delegates Luther Martin and John Francis Mercer reportedly walked out of the Convention, at least in part because the draft did not include a Bill of Rights. In September, Randolph, Mason and Gerry joined in asking for a second constitutional convention to address the issue of personal rights. All three men advocated strongly for a bill of rights throughout most of the constitutional convention. The people ultimately adopted the Constitution, sans any bill of rights, on September 17, 1787. Eleven states ratified it and it went into effect in 1789.

Founding Father James Madison was a delegate from Virginia who had been a key actor and speaker at the First Constitutional Convention. He had held onto the idea of the individual freedoms as discussed at that Convention. Although Federalist Madison was originally a skeptic about needing a Bill of Rights, like Randolph, Mason and Gerry he came to believe that the inclusion of personal rights was imperative to be added to the United States Constitution.

In Madison’s view, the value of a listing of rights was:

  • in part educational for the populace under this new form of Government,
  • in part as a vehicle that might be used to rally people against a future oppressive Government when “less enlightened statesmen” may be in power,
  • and finally–in an argument borrowed from Thomas Jefferson–Madison argued that a declaration of rights would help install the judiciary as “guardians” of individual rights against the Legislative and Executive branches of the Federal Government.

Thus, while serving in the first U.S. House of Representatives, Madison framed and introduced the Bill of Rights as legislative articles to amend the Constitution on June 8, 1789.

He used as a model George Mason’s Virginia Declaration of Rights, written in May 1776, and also based his legislative articles in part on the English Bill of Rights (1689), the Magna Carta and other documents.

What rights are in Bill of Rights?

Painting-of-James-Madison-reading-Bill-of-Rights-to-First-CongressMadison included in his articles a list of rights of the individual, such as free speech, freedom of religion, freedom of the press, free assembly, freedom from unreasonable search and seizure, and others, as well as some limits on government powers.

On August 21, 1789, the U.S. House of Representatives adopted Madison’s articles, proposed them in a joint resolution of Congress on September 25, 1789, and finally ratified them on December 15, 1791.

The Bill of Rights consists of the first ten amendments to the Constitution, and is a key “fundamental document” of the United States Federal government.

  • First Amendment:  Freedom of Religion, Speech, and Press, the Right to Assemble Peaceably and to Petition the Government “for a redress of grievances.
  • Second Amendment: Right to Keep and Bear Arms- “A well-regulated militia, being necessary to the security of a free state, the right of the people to keep and bear arms, shall not be infringed.
  • Third Amendment: Quartering of Troops- “No soldier shall, in time of peace be quartered in any house, without the consent of the owner, nor in time of war, but in a manner to be prescribed by law.
  • Fourth Amendment: Search and Seizure- “The right of the people to be secure in their persons, houses, papers, and effects, against unreasonable searches and seizures, shall not be violated, and no warrants shall issue, but upon probable cause, supported by oath or affirmation, and particularly describing the place to be searched, and the persons or things to be seized.
  • Fifth Amendment: Grand Jury, Double Jeopardy, Self-Incrimination, Due Process
  • Sixth Amendment: Criminal Prosecutions – Right to  a speedy public trial by an impartial jury, to confront witnesses and to counsel for defense.
  • Seventh Amendment: Common Law Suits –Right to a Trial by Jury
  • Eighth Amendment: No Excessive Bail or Fines or Cruel and Unusual Punishment- “Excessive bail shall not be required, nor excessive fines imposed, nor cruel and unusual punishments inflicted.”
  • Ninth Amendment: Non-Enumerated Rights or “Rule of Construction of the Constitution”-  “The enumeration in the Constitution, of certain rights, shall not be construed to deny or disparage others retained by the people.”
  • Tenth Amendment: States’ Rights- Rights not explicitly delegated to the Federal Government in the Constitution are reserved to the States or to the People.

“The First Amendment of the Bill of Rights protects a person’s right to freedom of expression. Freedom of expression allows open discussion and debate on public issues. Open discussion and debate are important to democracy.”

You’ll definitely have a thorough grounding in the basics of American Federal government by the time you’re done with the lesson.

The Right to Exercise… Your Rights, That Is

Exercise your right to open discussion by reading some of these documents, and talking to friends about them. If you are a school student, maybe you’ll have an opportunity to write about the Bill of Rights or the freedoms the Bill of Rights guarantee.

National Treasure: The art and architecture of the US Capitol

One hundred and fifty years ago today, on December 2, 1863, the United States Capitol Dome was completed, adding its own distinctive grandeur to the skyline of our Nation’s capital city.

Last month in November 2013, a two-year project began to restore the aging dome. Read all about it on the Architect of the Capitol’s website about the US Capitol Restoration Project at http://www.aoc.gov/dome.

While most of the focus on the Capitol these days pertains to politics, this anniversary is an appropriate time to reflect on the art and architecture of one of our National Treasures, the US Capitol, along with the artists, architects and engineers who helped make it a showplace worthy of a world class city. Following are a few of the more outstanding publications about the US Capitol art and architecture.

Glenn Brown’s History of the United States Capitol

Capital Engineers: The US Army Corps of Engineers and the Development of Washington DC, 1790-2004

In his introductory address kicking off the second inauguration of President Barack Obama and Vice President Joseph Biden on January 21, 2013, Senator Schumer (D-N.Y.) remarked on the completion of the Capitol Dome 150 years ago—just two years ahead of President Lincoln’s second inauguration on March 4, 1865:

When Abraham Lincoln took office [in 1861], two years earlier the dome above us was a half-built eyesore… Conventional wisdom was that it should be left unfinished until the war ended, given the travails and financial needs of the times. But to President Lincoln the half-finished dome symbolized the half divided nation. Lincoln said, ‘If people see the Capitol going on it is a sign we intend the union shall go on.’ And so, despite the conflict which engulfed the nation, and surrounded the city, the dome continued to rise.”

United States Senate Catalogue of Fine Art ISBN 9780160511721Visitors to the finished Capitol are often surprised by both its stunning architectural details and the impressive art complementing the interior spaces. Now, those works of art–ranging from portraits of prominent senators to depictions of significant events in U.S. history–are accessible to everyone through the publication of the United States Senate Catalogue of Fine Art. Prepared by the Office of Senate Curator, the catalogue represents the first comprehensive effort to illustrate and interpret this rich collection of 82 sculptures, 75 paintings, 2 enameled mosaics, and 1 stained glass window. The 160 pieces in the catalogue represent the work of 111 artists, including such celebrated figures as Gilbert Stuart, Alexander Calder, Augustus Saint-Gaudens, Thomas Sully, and Daniel Chester French. Many of the works feature prominent senators, including portraits of Everett McKinley Dirksen, Mike Mansfield, and Robert A. Taft, and small bronze sculptures of Henry Clay and Daniel Webster.

A majority of the people depicted are immediately recognizable, such as George Washington, Thomas Jefferson, Theodore Roosevelt, and Benjamin Franklin, but there are also lesser-known figures include the Ojibwa Indian Chief Be Sheekee (Buffalo) who was in Washington to negotiate a peace treaty the year he died, and Senate employee Isaac Bassett, who came to the Senate in 1831 as one of the first pages and stayed until 1895, when he was an elderly doorkeeper. Although portraits dominate the collection, the American landscape is represented by an oil painting of Niagara Falls in winter. Major events are also documented, such as the first reading of the Emancipation Proclamation by President Abraham Lincoln and the first manned moon landing. There are two special collections: a collection of vice presidential busts, and a series of paintings of major U.S. army posts completed by Seth Eastman.

Eastman Forts Print Set

In 1870, the House Committee on Military Affairs commissioned artist Seth Eastman to paint 17 images of important U.S. Army forts in the United States after the Civil War. He completed the works between 1870 and 1875. For many years, the fort paintings hung in the rooms assigned to the House Military Affairs Committee, first in the Capitol and later in the Cannon House Office Building. United States Senate Catalogue of Graphic Art

US-Senate-Catalogue-of-Graphic-ArtSome of the art about the Capitol was not included in the building itself, but was produced outside of it by the press and media of the day. Prior to the advent of modern media with color photographs and live audio and video, Americans received their news and images from newspapers and illustrated news magazines, which included both hard news and softer features full of engravings, portraits, political cartoons, and illustrations.

The United States Senate Catalogue of Graphic Art reflects this coverage mix of both hard and soft news. The catalogue includes prints involving the Senate that depict important events of the day such as the debate over slavery, the impeachment trial of Andrew Johnson, and presidential inaugurations. But also featured are prints capturing the daily rhythms of the Senate such as the crowded Capitol corridors, Senate pages delivering documents, lobbyists pleading their case, meals in the Senate dining room, and idyllic scenes of the Capitol building and grounds.

Why Americans Should Care about Long-Term Care

Commission on Long-Term Care Final Report from September 2013 available from GPO.govThe Commission on Long-Term Care has formally released its Final Report to Congress in which it endorsed a package of 28 recommendations “for addressing our nation’s challenges with delivering and financing long-term care services and supports (LTSS).” Today it is also available from GPO.

Why Long Term Care is an Issue

With U.S. Baby Boomers entering retirement age, every day more than 10,000 Americans reach the age of 65. In five years, over 50% of the U.S. population will be over the age of 50. As Americans live longer, more of us will need long-term care either with at-home services or nursing homes or other extended care facilities. The estimate is that over 12 million Americans need LTSS today, and 27 million will need long-term care by 2050 (see image from the Report below).

Finding and paying for quality long-term care is a growing challenge for most Americans, as the Commission’s report clearly demonstrates, particularly for frail older adults or people with disabilities and middle class families who do not qualify today for Government assistance like Medicaid. Likewise it is a concern for local, state and Federal lawmakers, since the report says that many people lack the necessary savings to pay for the high cost of this care along with regular health care costs, and that Medicare and Medicaid alone cannot cover the growing needs. (See our blog post Everything You Should Know About The Health Care Law for information about the new Affordable Care Act.)

How expensive is long-term care today? The latest report from Genworth Financial estimates that middle class families would have to pay on average $18 per hour for homemaker services, $19 an hour for home healthcare aides, $3,405 a month for assisted living facilities, and around $230 a day for a room in a private nursing home. The Commission’s report calculates that 25% of today’s 65 year-olds can expect to pay from $10,000 to over $100,000 or more on long-term care services in the future! (See image below).

The Commission on Long-Term Care was established under Section 643 of the American Taxpayer Relief Act of 2012 (P.L. 112-240), signed into law January 2, 2013, to be comprised of fifteen commissioners. Three members each were appointed by the President of the United States, the majority leader of the Senate, the minority leader of the Senate, the Speaker of the House of Representatives, and the minority leader of the House of Representatives.

The statute directs the Commission to:

“…develop a plan for the establishment, implementation, and financing of a comprehensive, coordinated, and high-quality system that ensures the availability of long-term services and supports for individuals in need of such services and supports, including elderly individuals, individuals with substantial cognitive or functional limitations, other individuals who require assistance to perform activities of daily living, and individuals desiring to plan for future long-term care needs.”

The statute further directed the Commission within 6 months of the appointment of Commissioners (by September 12, 2013) to:

“…vote on a comprehensive and detailed report based on the long-term care plan… [described above]… that contains any recommendations or proposals for legislative or administrative action as the Commission deems appropriate, including proposed legislative language to carry out the recommendations or proposals.”

What’s in the Report?

In the opening letter of the report addressed to the President and Congressional leaders, the Commissioners broadly explain the Report’s contents:

“Working on a bipartisan basis, the Commission adopted 28 specific public policy recommendations in service delivery, workforce, and financing that set a strong path forward for transforming systems of care to best meet people’s needs while appreciating today’s fiscal realities.”

Among the 28 measures in the report, the recommendations included:

  • Expanding use of insurance policies that combine life insurance and annuities with long-term care insurance.
  • Using a Partnership for Long-Term Care in which arrangements are made between state and private insurers to enable long-term care insurance policyholders to retain assets equal to the amount of benefits paid under their policy and still qualify for Medicaid.
  • Increasing education efforts to enhance public knowledge about long-term care options, especially given “the limitations of Medicare and Medicaid in funding [long-term care services]”
  • Recognizing caregivers as members of “care teams,” including information about caregivers in patient records, assessing caregivers’ need for support, and making services like respite care more widely available.

With five dissenting members, the Commission explains that it included “two approaches” in its Final Report about how to finance a long-term care system (LTSS) in the United States. To find out more, you should read this timely and important report.

The Constitution Annotated: The Pursuit of App-iness

follow-the-founding-fathers-david-bowman_computerIn preparing for this Constitution Day blog post, not only did I retake the civics quiz from last year’s Constitution Day post (see Quiz: Are you smarter than an 8th grade Civics student?), I also scrolled through my tablet last night, reading the Preamble to the Constitution and looking up related quotes. Then it occurred to me: if Founding Father George Washington had been alive today, would he have been a PC or an Apple guy? I’m betting our pragmatic First President would be a PC guy. I’m pretty sure innovator Thomas Jefferson would have been a stylish iPad man, and Benjamin Franklin, inventor of the bifocals, would probably be sporting Google Glasses now and tinkering with them.

Thus, they wrote the Constitution of the United States, which has stood the test of time with over two centuries of amendments and interpretations by all branches of the U.S. Federal Government.

CONAN for the Librarian (and Lawyers)

Since 1913, the Senate has directed that a publication be issued summarizing the current state of the Constitution to date, with all the amendments and the official interpretations, with the analysis today provided by the Library of Congress’ Congressional Research Service. This publication is called The Constitution of the United States of America, Analysis and Interpretation, popularly known as the Constitution Annotated or “CONAN” among the real insiders.

Constitution Goes Mobile and Online

This year marks the 100th anniversary of the Constitution Annotated publication, and to celebrate it and Constitution Day, the Government Printing Office (GPO) not only issued the Centennial Edition in print, but has also worked with the Senate Committee on Rules and Administration and the Library of Congress to develop and launch both a new mobile app as well as a web publication that make analysis and interpretation of constitutional case law by Library experts accessible for free to anyone with a computer or mobile device.

The new resources, which include analysis of Supreme Court cases through June 26, 2013, will be updated multiple times each year as new court decisions are issued.  Legal professionals, teachers, students and anyone researching the constitutional implications of a particular topic can easily locate constitutional amendments, federal and state laws that were held unconstitutional, and tables of recent cases with corresponding topics and constitutional implications.

The new app and improved web publication will make the nearly 3,000-page “Constitution Annotated” more accessible to more people and enable updates of new case analysis three or four times each year.

Keeping our “Complex Machinery” in Working Order

On May 19, 1821, years after the Constitution was adopted, John Adams wrote in a letter to Thomas Jefferson that:

“A free government is a complicated piece of machinery, the nice and exact adjustment of whose springs, wheels, and weights, is not yet well comprehended by the artists of the age, and still less by the people.”

Even though our Founding Fathers could not have envisioned a digital future complete with the Internet and smartphones, the framework they put in place has been able to roll with the times. Americans know that our system is indeed a “complicated piece of machinery,” with our laws serving as the user manual, but tools like the Constitution Annotated– in print or now online or on your mobile device– now exist to help keep our machinery of democracy well oiled.

Congressional Pictorial Directory: A Great Memory Jogger

Do you ever have a problem putting a name to a face (or vice-versa)? The older I get, the more challenging the fast recall of names becomes.  For people who work on Capitol Hill, such as lobbyists and Congressional staffers, knowing who that person coming down the hall is can be pretty important.

The directory provides a color photograph of each Member of the House of Representatives and the Senate and details each Member’s length of service, political party affiliation, and congressional district. The Pictorial Directory also contains pictures of the President, Vice President, and House and Senate officers and officials.  Senators and Representatives also are listed alphabetically, and are included in a separate listing of state delegations.

One of the nicer features of this publication is the size. It measures 4-1/2” by 6-1/4”, and can conveniently slip into a suit jacket pocket, purse or handbag. It is also available in both hardcover and paperback editions.

The U.S. Government Printing Office also makes the information from the Congressional Pictorial Directory– together with data from the Guide to the House and Senate Members– available as a free mobile site. This provides even more convenience by permitting the photo and other Member information to be accessed and displayed on a laptop, smartphone or other web-enabled mobile device.  The Mobile Member Guide mobile site for the 113th Congress provides the public with quick, easy access to information on Members of the 113th Congress. The app allows users to browse for Members of Congress by last name, state, chamber, or party. The public can take advantage of this free mobile Web site on major mobile device platforms.

Over 1 Billion Served: GPO’s Pueblo Distribution Center Hits Historic Milestone Today

And at the US Government Printing Office Document Distribution Center in Pueblo, Colorado, we have reached that magic number. As of today, our Pueblo facility has shipped over 1 billion consumer publications, making it a bundle of bundles sent out to the American people!

GPO’s Western Expansion

Growing up, I always heard or read public service announcements from the Federal Government offering helpful advice on everything from how mortgages work to getting vaccinations. Each time, the commercial or ad would end with the same tag line: “To order this helpful free publication, contact us in Pueblo, Colorado” and an address and phone number (and today, a website address) would be given with ordering information.  I thought it amazing that all this great consumer information was available from one Colorado town.

Although unbeknownst to me at the time, it turns out this famous Pueblo location is actually one of two distribution facilities operated by the Government Printing Office’s Agency Distribution Services that stores and ships out Government publications on behalf of our Federal agency clients to the public –the other being in Laurel, Maryland.

In an effort led by House Appropriations Committee member Congressman Frank Evans, the GPO distribution facility was proposed and then approved on October 8, 1970, by the Joint Committee on Printing and the 15th Public Printer of the United States, Adolphus Nichol (Nick) Spence. The Pueblo Public Documents Distribution Center (PuDDC) was dedicated on October 8, 1971, and opened on October 11, 1971, to provide support for the expanding dissemination needs of Federal agencies, from books to posters to other products.

GPO_Pueblo_Congressman-Frank-Evans-Distribution-CenterLast year, President Barack Obama signed an act of the 111th Congress to rename the center the “Congressman Frank Evans US Government Printing Office Pueblo Document Distribution Center” after the former Congressman who passed away in June of 2010. It was re-dedicated on October 11, 2011, for the fortieth anniversary of the Pueblo facility.

Today, GPO’s Pueblo Document Distribution Center provides distribution services to 10 federal agencies and other entities including: The Federal Citizen Information Center (FCIC), the Federal Trade Commission (FTC), Health and Human Service (HHS – Women’s Health), Office of Disability Employment Policy (ODEP), Federal Drug Administration (FDA), Federal Depository Library Program (FDLP), Consumer Financial Protection Bureau (CFPB) and three programs within the Department of Homeland Security  that produce items such as Transportation Security Administration (TSA) posters, bookmarks and baggage inserts.

The Pueblo Distribution Center has processed over 105 million customer orders from the day it opened its doors through the end of April 2013, and as of today, May 2, 2013, the Center has distributed over 1 billion publications on behalf of its various Federal clients.

GPO Gets a “CIC” out of Distributing Consumer Publications

The Pueblo facility really got a kick-start when it signed an inter-agency agreement with the General Services Administration (GSA) in January of 1973 to take over the warehousing and distribution of the millions of printed consumer publications being provided through GSA’s then-new Consumer Information Center (or CIC), which itself has provided service to the GSA’s Federal Citizen Information Center (or FCIC), the U.S. Postal Service and the Department of Education.

Consumer-Info-Catalog-Winter-Spring-2013_coverThe gem in the FCIC’s crown is the Consumer Information Catalog, printed by GPO, which lists the latest and most popular of the many thousands of consumer publications available by topic and is updated several times a year.

Most of the print publications–the majority printed by GPO– in the Consumer Information Catalog are FREE for U.S. delivery if ordered online; the rest require only a nominal fee. Plus, a number of the publications are offered for FREE in electronic format for immediate download on the Publications.USA.gov website.
