National Public Lands Day: Orchards and Fruit Trees

The leaves on the trees are changing colors, pumpkins seem to be popping up everywhere, and it is getting darker earlier. Fall is in the air and coinciding with the beginning of fall is National Public Lands Day, a celebration that began in 1994 and takes place on the last Saturday of September where volunteers across the country work together to beautify public lands. Also coinciding with the season is the annual trip to the orchard to pick apples and drink cider. In the spirit of fall, apple picking, and National Public Lands Day, we are looking at two companion publications from the National Park Service about orchards and fruit trees.

024-005-01266-4Fruitful Legacy: A Historic Context of Orchards in the United States, with Technical Information for Registering Orchards in the National Register of Historical Places

This 2009 publication follows the history of fruit trees, their presence in national parks, and how to properly register the trees. The first half and more interesting half of the publication informs readers on how fruit trees came to the United States:

  • From 1600-1800, European settlers planted seeds in irregular patterns to grow fruit trees for the purpose of producing cider and animal feed, not to produce edible fruit.
  • During the 1800s, commercial orchards were established where trees were planted in a specific pattern with the purpose of eating raw fruit. This practice started on the east coast and migrated west along with the expansion of the country.
  • From the late-1880s to mid-1900s, the U.S. Department of Agriculture was established and a new generation of growers started using pesticides, mechanical irrigation systems, cold storage, and mechanized equipment.
  • From the mid-1900s to present, the practice transitioned from amateur, small-scale farm orchards to professional commercial orchards. It was determined that small, dwarf trees produced greater yield and were more profitable.

Published in 2012, this publication follows Fruitful Legacy and specifically focuses on preserving orchards and fruit trees in California. Orchards and fruit trees are growing across 15 percent of California State Parks. Established overtime by Native Americans, Spanish missionaries, and the settlers from the Gold Rush, orchards and fruit trees can live from 50-200 years depending on the type of tree. The publication goes in depth on how to grow, maintain, and protect orchards and fruit trees and is intended for professionals who work for the California State Park Systems. However, the information can be adapted by anyone who wants to know best practices for growing fruit trees whether it is an entire orchard or a single tree.

Remembering 9/11: Tales of Heroes and Tough Lessons

There are certain moments and events that are etched in our national consciousness. Ask any American who was alive in the 60’s where he or she was when John F. Kennedy or Martin Luther King was assassinated and you will hear a stirring personal story. For our generation, it was September 11, 2001.

I was right across from the Twin Towers twelve years ago today, getting ready to board a ferry for my daily commute from New Jersey across the Hudson River into Manhattan, when I saw the second plane hit the World Trade Center right across from me. So, too, I cried with a group of strangers as we stood on the ferry platform and watched in horror as the first tower fall, saw the dust cloud rise and felt the earth—and the world—tremble.

America and Americans have changed since that day… twelve years ago today. We have since heard stirring stories of heroes and sacrifice, and learned many grim lessons that are still affecting both policy and people today.

Many of these stories of heroism, missed opportunities, and resulting actions have been painstakingly and faithfully chronicled by a wide array of Federal agencies, ensuring the sacrifices and lessons are not forgotten.

Responding to the Tragedies

Both in New York and the Pentagon in Washington, DC, we saw how first responders and medical personnel rushed to save lives. These excellent publications tell the stories of the heroes from that day:

  • 008-000-01049-8Pentagon 9/11 (10th Anniversary Edition) (Paperback) includes a foreword by Secretary of Defense Leon Panetta and provides the most comprehensive account available of the 9/11 attack on the Pentagon and aftermath, including unprecedented details on the impact on the Pentagon building and personnel and the scope of the rescue, recovery, and care-giving effort.
  • 008-000-01048-0Attack on the Pentagon: The Medical Response to 9/11 not only tells the personal stories from medical personnel responding to the attack on the Pentagon, but also provides insight from MEDCOM officers detailed to New York to support National Guard troops guarding ground zero’s perimeter. It also includes the Army’s involvement in the recovery of deceased attack victims at the Pentagon and the work of the Armed Forces Institute of Pathology in identifying human remains at Dover Air Force Base. In addition, the roles of military and civilian hospital staffs and of military environmental health and mental health specialists in taking care of attack victims and their families are also examined.

Tough Lessons

The single must-read for every American about September 11 is the official version of The 9/11 Commission Report: Final Report of the National Commission on Terrorist Attacks Upon the United States. This publication lists the findings of the National 9/11 Commission, listing all the painful errors made leading up to the terrorist attacks and outlining specific recommendations for international, national, state and local changes in policy and procedures that the panel of experts felt needed to be implemented to ensure a similar attack never happened again. This seminal publication has served to inform all subsequent policies and legislation since 9/11. It is available in print or as an eBook.

The Senate, Select Committee on Intelligence, and House, Permanent Select Committee on Intelligence examined the intelligence failures leading up to 9/11 and jointly published the results in United States Congressional Serial Set, Serial No. 14750: Joint Inquiry Into Intelligence Community Activity Before and After Terrorists Attacks of September 11, 2001 With Errata.

This publication provides the findings from the post-9/11 FBI Terrorism Research and Analysis Project (TRAP) Symposium. TRAP is a leading research consortium made up of international/domestic academics and law enforcement officers, and is a working group sponsored by the FBI’s Behavioral Science Unit. In it, these counter-terrorism experts provide a better understanding of the causes of terrorist activity and possible government response tactics to mitigate terrorist actions.

Policy and Legislative Response

Education Statistical Resources from the Federal Government

With the start of a new school year just around the corner, Government Book Talk takes a look at two recently released publications from the Department of Education that examine the latest trends and developments in American education.

The Condition of Education 2013 and the Digest of Education Statistics 2012,which are currently available from the GPO Bookstore, provide important statistical data on the progress of education in the United States.

065-000-01438-6_2The Condition of Education 2013 focuses on 42 indicators in the subject areas of population characteristics, participation in education, elementary and secondary education, and postsecondary education. Each indicator covers important developments and key indicators such as economic outcomes, preprimary education, school characteristics and climate, and finance and resources.

The report also features easy-to-read charts and graphs to illustrate the current trends within each indicator. For example, the chart below from the book illustrates trends in employment rates by age group and education attainment for 2012. According to the chart, in 2012, the employment rate for young adults was 87 percent for those with at least a bachelor’s degree, compared with 75 percent for those whose educational attainment was some college, 64 percent for high school graduates, and 48 percent for those who did not complete high school. Further analysis of the chart points out that older students that did not complete school—those aged 25-34 and 25-64 did slightly better in comparison to their younger counterparts, however, were still employed at a significantly lower rate than those with additional education. conditions employment chart 2012In addition to trends in employment rates by educational attainment, this year’s report focuses on kindergarten entry status, the status of rural education, and financing postsecondary education in the United States.

065-000-01439-4The Digest of Education Statistics 2012 provides a compilation of statistical information covering the broad field of American education from pre-kindergarten through graduate school. Like the Condition of Education, the data in this annual report was drawn from government and private sources, but especially from surveys and other activities led by NCES (National Center for Education Statistics) part of the Institute for Education Sciences (IES). The digest contains information on the number of schools, students, and teachers, as well as statistics on educational attainment, finances, libraries, technology, and international comparisons. Details on population trends, education attitudes, labor force characteristics, and federal aid supplies helpful background for evaluating the education data.

In addition to updating many of the statistics that have appeared in previous years, this edition contains new material, including:

  • Percentage distribution of 6- to 18-year olds, by parent’s highest level of educational attainment, household type (either two-parent or single-parent), and child’s race/ethnicity (table 12)
  • Enrollment and percentage distribution of enrollment in public elementary and secondary schools, by race/ethnicity and region (table 44)
  • Number and percentage of public school students participating in programs for English language learners, by state (table 47)
  • Children 3 to 21 years old served under Individuals with Disabilities Education Act, Part B, by age group and race/ethnicity (table 49)
  • Percentage of 3-, 4-, and 5-year-old children enrolled in preprimary programs, by attendance status, level of program, and selected child and family characteristics (table 57)
  • Number and enrollment of public elementary and secondary schools that have closed, by school level and type (table 109)
  • Number and percentage distribution of public school students eligible for free or reduced-price lunch, by school level, locale, and student race/ethnicity (table 112)

This statistical reference could be helpful to parents choosing schools for their children as well as for teachers, librarians, and public administrators as it tracks enrollment, population trends and key areas of studies with student progress.

Happy Birthday, Medicare!

July 24, 2014

July 30th marks the 49th anniversary of the establishment of the Social Security Act Amendments. In 1965, on this date, President Lyndon B. Johnson signed into law what is better known as the Medicare law. This established both Medicare, the health insurance program for Americans over 65, and Medicaid, the health insurance program for low income Americans. You can read this Public Law in the United States Statutes at Large on GPO’s Federal Digital System (FDsys).

The 1950 Census showed that the aged population in the U.S. had grown from 3 million in 1900 to 12 million in 1950. The jump was even greater between 1950 and 1963, growing from 12 million to 17.5 million, a large number of whom had no health insurance. It’s no surprise that in the program’s first three years, nearly 20 million beneficiaries enrolled in Medicare.

Fast forward to today, and Medicare provides health insurance to about 50 million Americans. The Centers for Medicare and Medicaid Services (CMS), a division of the U.S. Department of Health and Human Services (HHS), administers the program.

Finding Medicare information and services has never been easier than with www.medicare.gov.

Using the site, users can access a wide array of services. Some examples include:

  • Signing up for Medicare;
  • Modifying Medicare plans;
  • Finding health and drug plans;
  • Learning about different levels of coverage and how to sign up for each, various costs, and supplements and other insurance;
  • Determining if specific tests or services are covered;
  • Filing a complaint, claim, or appeal;
  • Checking the status of any application, claim, or pending action;
  • Finding doctors, providers, hospitals, and suppliers;
  • Accessing forms, resources, and personal assistance;
  • Changing one’s address; and
  • Reporting lost or stolen Medicare cards.

In addition to that, the site offers access to podcasts, videos, and blogs that are not only interesting, but very informative. You can also connect with Medicare via Twitter and YouTube.

The U.S. Government Printing Office (GPO) also provides access to a wide variety of Medicare resources. Celebrating National Safety Month: Resources and Publications

2014SafetyMonth-FeatureJune is National Safety Month. The National Safety Council (NSC) sponsors this month-long event for calling attention to key safety issues, showcasing safety resources, and raising awareness for the prevention of safety concerns and hazards.

The NSC provides access to a variety of educational National Safety Month materials, available on their Web site for free to NSC members. If your organization isn’t already a member, you can join right from their site. They also provide access to many free materials for the general public. Anyone can sign up to receive the free materials via email.

The National Safety Month Web page also provides access to a free Home Safety Checklist to help you identify common risk areas within your home.

The U.S. Government Printing Office’s U.S. Government Bookstore offers an entire collection of publications devoted to safety issues: the Emergency Management and First Responders collection. Many of the publications in this collection have been highlighted in previous Government Book Talk posts, like this one from January 2014 that focused on preparing for extreme cold and other natural and man-made disasters and showcased the publication, “Are You Ready? 017-033-00508-7One publication in this collection is particularly interesting, especially in light of the frequent and tragic mine accidents we hear about on the news. “When Do You Take Refuge? Decisionmaking During Mine Emergency Escape – Instructor’s Guide and Lesson Plans” is an interesting booklet created by the National Institute for Occupational Safety and Health of the Centers for Disease Control and Prevention, Department of Health and Human Services. The training program was designed to help trainees practice correct decisionmaking skills during an underground mine emergency. It actually consists of three parts: a computer-based training that includes scenario simulation (included as a CD-ROM), the instructor’s guide and lesson plans, and an evaluation (both included in the booklet).

The material was designed for underground coal miners, but it is fascinating for anyone who wants a glimpse into this hazardous occupation. The lesson plan portion of the training is filled with real-life examples of emergency scenarios and “summary teaching points” to highlight the lessons. This interesting look into the life of a coal miner brings to light the need for strict safety measures in any occupation. National Safety Month reminds us that safety should be everyone’s priority, both at home and on the job.

Vaccinations are becoming a more controversial topic among parents, doctors and schools. The New England Journal of Medicine suggests that the recent anti-vaccination movement is leading to an outbreak of whooping cough and the measles in some states.

Before you could Google information on vaccinations and family healthcare topics and have every answer at your fingertips, government publications were the go-to source for consumer information. This former trend is evident in the fact that a pamphlet entitled Infant Care is still to this day considered GPO’s all-time best seller. Infant Care was first published in 1914 by the Children’s Bureau and provided mothers with information in a low-cost form on how to care for their babies. Over the course of seven decades it remained a bestseller with multiple editions published and translations in eight languages as well as Braille.

The original Infant Care pamphlets can be seen on this archive. However, Vaccines for Children (VCF), a federally funded program handled by the Centers for Disease Control and Prevention (CDC) provides no-cost vaccine services to help ensure that all children, from infancy to adolescent, have a better chance of getting their recommended vaccinations.

Like Infant Care, the government still has helpful publications to help parents and the public make health-related decisions. Parent’s Guide to Childhood Immunizations and Immunization Tool Kit are just two of the many government publications available on the immunization and vaccination topic.

017-022-01617-6Parent’s Guide to Childhood Immunizations is kind of like a “vaccinations for dummies.” It is a great resource that explains each disease, the vaccinations schedule, what to do before, during and after the immunization doctor visit, how vaccines work, other FAQs and additional print and electronic resources. The most helpful part of this booklet is the breakdown of each disease with information on what causes the disease, how it is spread, the signs and symptoms and complications. To brighten up what can be a scary subject, the booklet includes colorful child artwork.

This resource is made up of laminated 4X6 color coded cards held together by a ring for fast flipping making it durable and likely intended for military or health care providers, people who need a quick reference on the job. The cards are organized by immunizations for adults and the military and children with detailed information about each vaccine including a dosage, indications or who should get the vaccine, contraindications or reasons why someone should not be vaccinated and special considerations. Some of the cards have amusing caricatures of what the diseases look like. For medical personnel, there is a section on the storage and handling instructions of each vaccine. While the amount of information may seem overwhelming, the toolkit will be able to answer all or any question about vaccines.

Designing a Nation: Civic Art in the Nation’s Capital

The U.S. Capitol and National Mall are a beautiful representation of the dignity and public spirit of the United States of America. This area is steeped in history, and you can learn more about the past and continued efforts to design, build, and preserve the U.S. Capitol and National Mall through many government publications.

Brumidi-To-Make-Beautiful-the-CapitolWith its famous dome celebrating its 150th anniversary in December 2013, the United States Capitol is a treasure-trove of civic art. Just released, To Make Beautiful the Capitol: Rediscovering the Art of Constantino Brumidi gives a detailed history of renowned Italian-born artist Constantino Brumidi’s masterful work in “making beautiful” the walls and ceilings of the United States Capitol in a span of 25 years starting in 1854. Every page delights with gorgeous, full-color photographs and images of Brumidi’s art, from photographs of the frescoes and decoration, to sketches, paintings and images of the artist, particularly the Brumidi Corridors and his “monumental fresco” in the Capitol Rotunda, called The Apotheosis of Washington. Fascinating anecdotes are included throughout of the artist and the inspirations he received for various elements, his relationship with engineer Montgomery C. Meigs, and the conservation efforts to preserve his work accurately for posterity. The primary oversight board for projects in the National Mall area is the U.S. Commission of Fine Arts, which was established by an act of Congress on May 17, 1910 in Public Law 61-181. This commission was created as an independent review agency for the work of designing the national capitol and to guide the architectural development of Washington. The commission’s role was expanded with later passage of the Shipstead-Luce Act of 1930 (Public Law 71-231 and Public Law 76-248), and the Old Georgetown Act of 1950 (Public Law 81-808). The U.S. Commission of Fine Arts has a long history of guiding the development of the nation’s capital. Several resources are available in print and online to learn more about the commission’s history.

The National Park Service maintains a detailed guide linking to documents and reports that detail the area history. The Mall Cultural Landscape Inventory, part 2 contains several pages describing the history of the Senate Park Commission and its formation into the U.S. Commission of Fine Arts.

Designing-the-nations-capitalThe U.S. Commission of Fine Arts published a monograph in 2006; Designing the nation’s capital: the 1901 plan for Washington D.C. This 359 page monograph contains illustrations in color and black and white, as well as maps. The National Park Service provides full text access to this title online.

In addition to this title, several editions of this history of the U.S. Commission of Fine Arts from 1910 to date were published in 1964, 1977, 1981, 1985, 1991, and 1996.

Civic Art : a centennial history of the U.S. Commission of Fine ArtsThe most recent addition to the volumes available about the history of the commission is celebrates 100 years of the work of the commission. Civic Art : a centennial history of the U.S. Commission of Fine Arts is a beautiful, 626 page monograph with illustrations, maps and plans. It is a comprehensive history of the agency and includes original essays by prominent architects and landscape architects including Arleyn Levee, Carroll William Westfall, and Richard Guy Wilson.

A Botanic Garden for the Nation: The United States Botanic GardenAnother beautiful book that features some of the history of the national mall area is A Botanic Garden for the Nation: The United States Botanic Garden. If you are interested in the official records of the commission, you can locate them at the National Archives. The record collection includes administrative history, annual reports, and a selection of still photographs. The records are divided between College Park, MD and Washington DC. Many of the records pertaining to the building and continued development of the National Mall are available at the National Archives, such as the National Park Service Records for the National Capital Region, and the Records of the Office of Public Buildings and Public Parks of the National Capital.

Stop Me If You’ve Heard This One… a Top Ten List of Funny Federal Titles

A few weeks ago, Jennifer Davis’ supervisor delivered a challenge to her via email: write a story about humorous government document titles for April Fool’s Day. (Read various stories about the origins of April Fool’s Day here, here and here.) April Fool’s humor has had a long history with American Government, dating back to Founding Father Benjamin Franklin (read caption below).

According to news humor site “Weekly World News”, the American founding father of April Fool’s Day was Benjamin Franklin. Since Franklin, April 1st has been synonymous in America for a day of practical jokes and general mischief. Tales of his exploits were published in the Philadelphia Gazette on the 1st of April every year. For example, says the site, he was known to give entire public speeches on April 1 wearing an ostentatious fake moustache. 😉 Can you believe it? (Image courtesy of Weekly World News.)- M. Bartram

Says Jennifer: “I love reading government documents for their data and their fascinating stories, but I usually wouldn’t consider them to be laugh-out-loud funny. Or as a colleague said, “They’re not Abbott and Costello funny”. But everyone’s got to laugh some time, right? And when I searched GPO’s Catalog of U.S. Government Publications (CGP), and picked my colleagues’ brains, I found that Uncle Sam sometimes gets his chuckles, too. I found more titles than these ten—but I want to save some for another occasion. There have been a few other lists of humorous government documents, not all of them Federal titles, circulating around the Internet, and so I’ve tried to keep this list as unique as possible.”

TOP 10 FUNNIEST TITLES

Gobbledygook_has-gotta-go_green-cover1) Gobbledygook has Gotta Go. This Bureau of Land Management title about the problems with Government writing is a classic, and a precursor to the “Plain Language” initiative today to simplify the wording in communications. It has been cited in several collected lists of funny titles, and it’s the only time I cheated and included it in my list anyway.  Gobbledygook is just such a great word to say, and the alliteration makes the title even funnier. 2) Preparedness 101: Zombie Pandemic. All of our GPO office mates agree: this comic has got to be the most fun Federal government document to date.  The CDC was smart and exploited the current interest in zombies, and made an emergency preparedness checklist into a comic on preparing for the “zombie pandemic”. In this comic, the scientists of the CDC are the superheroes, isolating the virus “Z5N1” and developing a vaccine in record time, while the locals develop a checklist of emergency supplies so they can stay inside their home. Just the title alone is enough to make you smile—and it gets its point across. You can read the entire publication online here.

3) This is a Dumb Bunny. I love the idea of the Federal government calling someone a “dumb bunny”. Even if the document it is quite literally the image of a rabbit, which spoils some of the fun, I am still tickled by the idea of a snarky Uncle Sam. The poster’s actually about smoking cessation.

4) Safety is as Stupid Does!!  I know what the goal was with this title. The poster (seen on the University of Iowa Digital Library) makes it clear to the intended audience of military personnel that not thinking hurts safety on the job. However, I think the title missed the mark. It’s funny in its own right.

5) Do Mandrakes Really Scream?  A colleague of mine is a huge Harry Potter fan. She said cataloging this title was the pinnacle of her career. It’s the online exhibition catalog of an National Library of Medicine (NLM) History of Medicine exhibit relating NLM’s historical holdings and the magic and medicine of Harry Potter.

If you read the Harry Potter series, you’ll know what the title is referring to. If you haven’t read the series, check out this free exhibit first; you might find yourself diving into the book series afterwards.

6) USDA Saves French Donkey.  The title of this mid-1980s US Department of Agriculture publication just speaks for itself.

7) Self-Motion Perception and Motion Sickness: Final Report for the Project  NASA’s report on a motion sickness project makes me want to just… stop… moving! Read about it on NASA’s website.

America the Beautiful: A Collection of the Nation's Trashiest Humor with comic strips about solid waste or trash8) America the Beautiful: Collection of the Nation’s Trashiest Humor. Not only is the title funny, but the book’s content promises humor as well. This is publication number 2048 of The U.S. Department of Health, Education, and Welfare, originally published in 1970. The book consists of thirty comics, from the funny pages like B.C., and some from the editorial pages of publications from the New Yorker to the Cleveland Plain Dealer, all focusing on the problem of waste disposal. You can read the publication in its entirety online at the EPA’s website.

9) French Meadows: Hell Hole Recreation Areas. Although the area is really quite lovely, there’s a problem with image marketing in this U.S. Forest Service tourism brochure.

Poster for The Vampire Bat movie starring Fay Wray10) Controlling Vampire Bats.  This serious US Agency for International Development publication about controlling the spread of rabies through these creatures nevertheless evokes shades of Tippi Hedren… Don’t you get a mental picture of people running down the street away from the bats, waving their arms over their heads and screaming, à la The Birds? Or Fay Wray being controlled by an evil vampire in bat form in the movie “The Vampire Bat” (movie poster image at the right)? Maybe I’ve read too many zombie comics.

The All-in-One Guide to All Federal Assistance Programs

It does, and these programs serve a variety of purposes and provide a range of benefits to state and local governments, non-profit organizations, institutions, and individuals.

The one characteristic shared by these Federal assistance programs is their goal of supporting the American public. The benefits available through these programs include, but are not limited to, financial assistance and the exchange of property or services.

With so many Federal assistance programs and services available, it can be understandably difficult to keep track of them all or know where to start when looking for assistance. That’s where the Catalog of Federal Domestic Assistance — known fondly as the CFDA– comes into play! The General Services Administration maintains a database of all of these programs and publishes a comprehensive guide to the programs annually.

The 2013 Catalog of Federal Domestic Assistance assists users in identifying programs that meet their needs and obtaining general information about the program-such as how to apply for assistance, the approval process, related programs, and contact information.

What categories of U.S. Government Federal Assistance Programs are there and what information is provided on each?

Some types of Federal Assistance funding are issued via grants. To search for and track all Federal Government grants, visit Grants.gov.

Each program is detailed in the CFDA, and potential users can review the details including each program’s Objectives, Types of Assistance, and the rules for applying for and using this program, including Uses and Use Restriction and Eligibility Requirements for both the grant applicant and beneficiary(ies).

Each entry also includes any Credentials/Documentation required and the Application and Award Process that must be followed to apply for , from Preapplication Coordination and Application Procedures to Award Procedure and Deadlines for submitting your application (if required).

Types of Federal assistance programs run the gamut from Formula or Project Grants to Cooperative Agreements; Direct Payments for either a specified or unrestricted use; Direct Loans or Guaranteed / Insured Loans; Insurance; Sale, exchange, or donation of Federal property or goods; Use of Federal property, facilities, or equipment; even Investigation of complaints and Advisory Services and Counseling; plus many more.

“The purpose of the Veterans Homelessness Prevention Demonstration Program (VHPD) is to explore ways for the Federal Government to offer early intervention homelessness prevention, primarily to veterans returning from wars in Iraq and Afghanistan. The authorizing statutory language for the VHPD acknowledges the increasing number of female veterans, veterans with families especially with a single head of household, as well as those from the National Guard and Reserve who are being discharged from the military and whose unique needs should be more closely examined.”

The VHPD grant money funding is to be…

“used for short-term housing assistance, including security deposits, up to 18 months of rent assistance, rental and/or utility arrearages, or related housing assistance. Grantees may also use funding for appropriate services for veterans and their families, including, but not limited to, child care, family services and case management.”

As you can see, Federal assistance programs exist to benefit the American public in many different arenas and through a variety of methods. Whether the goal is to reduce veterans’ homelessness, to mitigate the impact of earthquakes, or to provide mentorship for young people, the 2013 Catalog of Federal Domestic Assistance is the ultimate resource and all-in-one guide for learning about the programs that are available from the U.S. Government.

Ah, spring: the season of rebirth, renewal, and growth. Breathe in the air full of the fresh blossoms of flowers, feel the first warm breezes, gaze at the profusion of color, and listen to the birds chirping and insects buzzing.

Most of the United States just went into daylight saving time on March 9 with instructions to “spring forward” with our clocks. On Thursday, March 20, 2014, we spring forward for real as it is the Spring or Vernal Equinox, fondly known as the official first day of spring. After a brutal winter and the first full month of spring and National Garden Month—April– just around the corner, many minds turn toward planting and gardening with their promise of getting back in touch with nature.

Play the Zone

Before you pull on the mud boots and pick up your gloves and tools, you’ll want to determine where you are in the USDA Plant Hardiness Zone Map for the United States. The climate where you garden affects the fruits and vegetables that you can grow successfully. Local nurseries and garden centers will typically stock plants that perform well in your climate, but it’s important to know your planting zone if you are ordering seeds, bulbs, or plants from non-local establishments.

If you pore over seed catalogs, browse gardening Web sites, stroll the store aisles of soil, pots, and plants, and read gardening books in the dark winter months, then you probably have the gardening bug. The History of eBooks from 1930’s “Readies” to Today’s GPO eBook Services

To some it might seem strange that the Government Printing Office, the printer of Federal publications for over 150 years, is blogging about eBooks for “Read an eBook” Week and the 25th anniversary of the World Wide Web . However, GPO has been working with digital publications for years and is fully immersed in eBooks.

History of the Ebook and E-Reader Devices

While many know that the paperback book came to us in the 1930s, few know that the concept for electronic books arose at the same time. According to Wikipedia, the idea of the e-reader came to writer and impresario Bob Brown after watching his first “talkie” (movies with sound). In 1930, he wrote an entire book on this invention and titled it “The Readies” [/reed-eeze/] playing off the name of the “talkie.” (Read about Brown in this New York Times article.)

Wrote Brown: “The written word hasn’t kept up with the age… The movies have outmaneuvered it. We have the talkies, but as yet no Readies.” He explained why it was needed, saying: “To continue reading at today’s speed, I must have a machine.” He described his ideal future e-reader as: “A simple reading machine which I can carry or move around, attach to any old electric light plug and read hundred-thousand-word novels in 10 minutes if I want to, and I want to.” Furthermore, this machine would “allow readers to adjust the type size and avoid paper cuts.

Free-eBooks-from-Project-GutenbergIt would take over 40 years for Brown’s prescient vision to become reality. Starting back in 1971, Michael S. Hart launched Project Gutenberg and digitized the U.S. Declaration of Independence, becoming the first eBook in the world. (To put the date into context, 1971 was the year that the first email message was ever sent– between two mainframe computers!) In 1985, the Voyager Company, a pioneer in CD-ROMs, was founded and published “expanded books” on CD-ROM including Michael Crichton’s Jurassic Park, and in 1993, Digital Book, Inc. offered the first 50 digital books on floppy disk.

Fast forward to 1998, and four important events happened: 1) the first dedicated eBook readers were launched: Rocket Ebook and Softbook; 2) the first ISBN issued to an eBook was obtained; 3) US Libraries began providing free eBooks to the public through their web sites and associated services; and 4) Google was founded by Larry Page and Sergey Brin.

In 2000, the same year Blu-Ray discs were launched, Stephen King offered his novella Riding the Bullet as a digital-only computer-readable file, and two years later, Random House and HarperCollins started to sell digital versions of their publications. In 2004 Sony released its Sony Librie e-reader and then its Sony Reader in 2006.

2007 changed the world of reading forever with Amazon’s launch of the Kindle eBook reader in the U.S. and the launch of the iPhone by Apple. In 2009, Barnes & Noble introduced the Nook, and Sony linked with libraries via the Overdrive digital network to enable library patrons to borrow eBooks from their local library.

2010 was a banner year for eBooks as: 1) Apple released the iPad along with iBooks and its iBookstore on iTunes, selling half a million eBooks in less than a month; 2) Google’s eBookstore launched; and 3) Amazon reported that for the first time, its eBook sales outnumbered its hardcover book sales.

By January 2011, eBook sales at Amazon had outpaced its paperback sales, and by the end of the first quarter of 2012, eBook sales in the United States surpassed all hardcover book sales for the first time, topping over $3 Billion in revenue nationwide. And as of the end of 2013, the Association of American Publishers announced that eBooks now accounted for about 20% of all U.S. book sales.

Types and Formats of Digital Publications

Today, one sees many kinds of digital publications. “Electronic” or digital books can come as printable PDFs, enhanced PDFs with hyperlinks and embedded files, or “true eBook” formats: EPUB or MOBI files. EPUB is the most common and non-proprietary format, used by most Government agencies, commercial publishers, and libraries, and can be used on a variety of devices and software from different vendors. MOBI or AZW is used by Amazon for its Kindle readers and software.

EPUB and MOBI are “true eBook” formats because they offer resizable and reflowable text, automatically adjusting to the font and screen size and orientation (portrait or landscape) set on the e-reading device or software being used. Readers either download digital publications onto their dedicated eReader like a Kindle or Nook, or they download it to their desktop or laptop computer, smart phone or tablet computer to read. Magazines are also available digitally, but their typically image-heavy content makes them more suited for reading on color tablets and desktop computers than smartphones or black-and-white eReaders with smaller screen sizes or no color. Zinio.com, touted as “The World’s Largest Newsstand”, is one of the sites where readers can search for and subscribe to digital magazines or buy individual issues.

GPO Sales Program Manages eBook Channels for Federal Government

Thus, GPO has established the most robust dissemination program available for Federal agencies to “get their eBooks out where users are looking for them,” by signing partnerships with the top eBook and eMagazine distribution services in the world and expanding our own online bookstore to offer eBooks.

In order to take advantage of the sophisticated technology and distribution partnerships GPO has put in place for the Federal Government, Federal agencies can choose one of two models for GPO to disseminate their digital publications:

a)     PAID CONTENT: Under this model, instead of having the Federal agency pay GPO for dissemination and promotion, the costs for GPO’s dissemination and promotional services (including elaborate metadata and search optimization) are recovered by selling the eBook to the public at a reasonable price.

b)     FREE CONTENT: However, if the Federal agency determines that the digital publication needs to be free to the public through all the commercial channels, the agency may pay GPO a modest fee for dissemination and promotional services, and the eBook will be offered for free to the public.
