A Plum Book of Political Positions

21-660_SEN-GOVTAFF_cover.inddWith the change of a new administration, learn about Presidential appointed and other positions within the Federal Government in the new 2016 United States Government Policy and Supporting Positions, or the “Plum Book” now available from the U.S. Government Bookstore.

What is the Plum Book? Known officially as the “United States Government Policy and Supporting Positions,” the Plum Book is published alternately by the Senate Committee on Homeland Security and Governmental Affairs or by the House Committee on Oversight and Government Reform, who handled this year’s version. The 2016 edition lists over 9,000 civil service leadership and support positions (filled and vacant) in the Legislative and Executive branches of the Federal Government that may be subject to noncompetitive appointments.

History of the “Plum Book”

The Plum Book was first published in 1952, when the Dwight D. Eisenhower Administration was voted into office after 20 years of Democratic administrations– first under President Franklin D. Roosevelt and then under President Harry S. Truman. Truman-Eisenhower-Transition

With a touch of humor, someone at the original publishers decided the book should have a purple or plum-colored cover to reflect that it contained the “plum” political appointee jobs, and the tradition has stuck ever since for the printed version.

What Type of Positions are Listed in the Plum Book?

The United States Government Policy and Supporting Positions 2016 (Plum Book) includes both politically appointed and Career Civil Service positions, agency heads and their immediate subordinates, policy executives and advisers, and the aides who report to these political appointee officials.  These encompass:

  • Executive Schedule and salary-equivalent positions paid at the rates established for Levels I through V of the Executive Schedule.
  • Senior Executive Service “General” positions (i.e., those positions which may be filled by a career, non-career, or limited appointment)
  • Senior Foreign Service positions
  • Schedule C positions excepted from the competitive service by the President, or by the Director, Office of Personnel Management, because of the confidential or policy-determining nature of the position duties
  • Other confidential or policy-determining positions at the GS-14 and above level excepted from the competitive civil service by law because of the confidential or policy-determining nature of the position duties

The duties of such positions may involve advocacy of Administration policies and programs, and the incumbents usually have a close and confidential working relationship with the agency head or other key officials.

To Fill or Not to Fill , that is the Question

Interestingly, the book lists ALL such political appointment positions, whether there is someone currently in the job or it was vacant as of June 30, 2016.  If the job was occupied by a career Federal employee appointee, the phrase “Career Incumbent” is shown without a name; otherwise, the name of the political appointee is listed.

And positions such as boards, committees or commissions that require “member” positions by political party affiliation are listed with the name of the incumbent along with a (D) for Democrat, (R) for Republican or (I) for Independent.

Type of Appointment and Salaries

Listings are labeled with letter codes that denote the type of appointment under which the position is categorized:

However, several categories of jobs can be filled by more than one type of appointment, e.g., SES positions listed in this publication may be filled by using career Federal employees or various outside appointments. On these, no ‘‘Type of Appointment’’ is shown for such positions when they are vacant.

Finally, information is included on the various base salary scales for each pay plan and level or grade, along with the percent above that base for different locality pay areas.

A Strategy to Protect Our Children

“Every day, four to eight children in the United States die from abuse or neglect at the hands of their parents or caretakers. No one knows the exact number, and there has been little progress in preventing these tragic deaths. Most of the children who die are infants or toddlers.”

In 2013, Congress took notice of those concerning stats like ones above. It passed the Protect Our Kids Act and assembled the Commission to Eliminate Child Abuse and Neglect Fatalities (CECANF). Over a two-year period, a team of a dozen commissioners put their public and private sector expertise to task. Their nationwide review of practices and programs revealed that no state has a “sufficiently comprehensive plan to eliminate” child abuse and maltreatment fatalities. So, the commission used what it learned to judiciously recommend a foresighted national strategy.

In time for National Child Abuse Prevention Month this April, GPO makes available the commission’s final report in both digital and print formats.

In “Within Our Reach A National Strategy to Eliminate Child Abuse and Neglect Fatalities,” Chairman David Sanders writes, “If we as a nation do nothing different to prevent child abuse and neglect fatalities, somewhere between 1,500 and 3,000 U.S. children will die from maltreatment.” He calls for a proactive, not reactive, approach to eliminate child abuse and neglect fatalities. That’s exactly what this policy guidance document aims to do—fundamentally reform old practices and make prevention standard practice.

Several of the chapters dig into the complex conditions that make children vulnerable, especially in disproportionately affected minority communities. Until quality services are made equitably available, opportunities to decrease child fatalities will be missed. Another focus is the “disparity between federal legislation on child safety and the impact at the local level.” Proposed solutions include more multi-disciplinary, real-time data sharing and accountable leadership. Notably, the commission recommends the Children’s Bureau be elevated as a direct report to the Secretary of the Department of Health and Human Services (HHS).

The commission acknowledges that without a way forward, its final report is dead on arrival. So, it recommends that the U.S. government critically review child maltreatment deaths going back five years. The report concludes that “an immediate safety analysis of children who died in the past…will create a national learning community to better protect children and prevent fatalities” in the future.

The commission’s strategy lays out a lot of reasonable action steps. Grounded in practicable research, it’s an earnest effort to produce evidence-based results. Results “within our reach” that will manifestly save children’s lives.

They receive the majority of bachelor’s degrees. They comprise half the workforce. When sole breadwinners of a family, they are the workforce. The economic ascension of women is a great American success story; they are well-positioned in the economy today. Yet, women are far from fully enabled and recognized in the workplace.

Bill of Rights Day

It has been said that the Declaration of Independence was the promise; the Constitution was the fulfillment. Then you might say that the Bill of Rights was the affirmation. Today, December 15, those enduring first ten amendments to the Constitution are 224 years old. Before the guarantees of the Bill of Rights were plainly enumerated in the Constitution, there was a rumbling fear of the tyrannical actions of government. In response, James Madison authored a list of amendments requiring approval from the House, Senate, and all states. His list enshrined as inalienable rights the self-evident truths invoked in preceding documents.

Although the phrase itself does not appear explicitly in the Constitution, The Bill of Rights is a foundation stone of a document that has lived long and large. Because of it, fundamental freedoms such as religion, speech, and due process of law are formally protected within the supreme law of the land.

The Declaration of Independence, Constitution, and Bill of Rights are three extraordinary documents. They are the slow-burning coals of a quiet revolution, a steady progression to improve the quality of American life. Together they secure individual liberties and safeguard the spirit of popular sovereignty extolled in the phrase “we the people.” Now is as good a time as any for “we the people” to re-read them.

Just as JFK’s purposeful idealism moved and shaped our nation, his November 22nd, 1963 assassination was a defining moment in American history.

Amid the aftershock of that dreadful day, President Lyndon B. Johnson directed an independent commission to investigate Kennedy’s death. In 1964, GPO employees proofed, printed, and bound the official President’s Commission on the Assassination of President Kennedy, commonly known as the Warren Commission Report. Hispanic Americans in Congress 1822-2012

Hispanic Americans in Congress 1822-2012 was initially reviewed in Government Book Talk, when it was released as a print publication. It has just been made available as a free eBook through the GPO Online  Bookstore, so we are revisiting our original blog.

The United States celebrates its history through monuments, parks, statues and more comprehensively through books. The latest book from the House of Representatives Office of the Historian Hispanic Americans in Congress 1822-2012 profiles Hispanic members of Congress, incorporating their government service with the history of United States expansion. This book joins existing publications Women in Congress and Black Americans in Congress in honoring minorities and their role in government. This hefty coffee table book does not make for light reading with more than 700 pages weighing seven pounds, but it is rich in content with history spanning nearly 200 years and three centuries.

Since 1899 at least one Hispanic American has served in each Congress. For much of the 19th century, Hispanic Americans served as Territorial Delegates whose native lands had been acquired by war or diplomacy from Spain or Mexico as a result of U.S. continental expansion. Territorial delegates had limited power and served more as lobbyists for their interests like infrastructure projects for roads and railways than as legislators. Following the Spanish-American War of 1898, the inclusion of Puerto Rico as a territory marked another increase in representation of Hispanic Americans in government. Since the first Territorial Delegate from Florida joined Congress in 1822, 91 Hispanic Americans have served in Congress and more than half, or 54, served after 1977.

The publication dedicates more pages to the past giving a detailed history of United States expansion and the inclusion of Hispanic Americans in Congress as Texas, New Mexico, California, Florida, Puerto Rico and other territories gained representation in government. Each member’s profile includes a picture, full-page pictures for former members, and standard biographical information with a greater focus on what they did while in Congress – the committees they served on, legislation they fought for and select anecdotes. The early history is more interesting as representatives overcame language barriers and fought for statehood for their territories. The appendices at the end of the book are a great resource organizing members by every imaginable category like the number of Hispanic Americans in Congress from each state, the committees they served on, the committees they chaired, the representatives in each Congress, and so on.

This book is a great read or scan because it takes vaguely familiar history and expands on it from the Hispanic American perspective, a unique viewpoint that those not from the Southwest may not be as familiar with. Regardless of perspective, the publication honors Hispanic Americans and the impact they have had on history and the growth and development of Congress.

Remembering 9/11: Tales of Heroes and Tough Lessons

There are certain moments and events that are etched in our national consciousness. Ask any American who was alive in the 60’s where he or she was when John F. Kennedy or Martin Luther King was assassinated and you will hear a stirring personal story. For our generation, it was September 11, 2001.

I was right across from the Twin Towers twelve years ago today, getting ready to board a ferry for my daily commute from New Jersey across the Hudson River into Manhattan, when I saw the second plane hit the World Trade Center right across from me. So, too, I cried with a group of strangers as we stood on the ferry platform and watched in horror as the first tower fall, saw the dust cloud rise and felt the earth—and the world—tremble.

America and Americans have changed since that day… twelve years ago today. We have since heard stirring stories of heroes and sacrifice, and learned many grim lessons that are still affecting both policy and people today.

Many of these stories of heroism, missed opportunities, and resulting actions have been painstakingly and faithfully chronicled by a wide array of Federal agencies, ensuring the sacrifices and lessons are not forgotten.

Responding to the Tragedies

Both in New York and the Pentagon in Washington, DC, we saw how first responders and medical personnel rushed to save lives. These excellent publications tell the stories of the heroes from that day:

  • 008-000-01048-0Attack on the Pentagon: The Medical Response to 9/11 not only tells the personal stories from medical personnel responding to the attack on the Pentagon, but also provides insight from MEDCOM officers detailed to New York to support National Guard troops guarding ground zero’s perimeter. It also includes the Army’s involvement in the recovery of deceased attack victims at the Pentagon and the work of the Armed Forces Institute of Pathology in identifying human remains at Dover Air Force Base. In addition, the roles of military and civilian hospital staffs and of military environmental health and mental health specialists in taking care of attack victims and their families are also examined.

Tough Lessons

The single must-read for every American about September 11 is the official version of The 9/11 Commission Report: Final Report of the National Commission on Terrorist Attacks Upon the United States. This publication lists the findings of the National 9/11 Commission, listing all the painful errors made leading up to the terrorist attacks and outlining specific recommendations for international, national, state and local changes in policy and procedures that the panel of experts felt needed to be implemented to ensure a similar attack never happened again. This seminal publication has served to inform all subsequent policies and legislation since 9/11. It is available in print or as an eBook.

The Senate, Select Committee on Intelligence, and House, Permanent Select Committee on Intelligence examined the intelligence failures leading up to 9/11 and jointly published the results in United States Congressional Serial Set, Serial No. 14750: Joint Inquiry Into Intelligence Community Activity Before and After Terrorists Attacks of September 11, 2001 With Errata.

027-001-00097-1Additional insights into the causes of and responses to terrorism can be gleaned from Terrorism Research and Analysis Project (TRAP): A Collection of Research Ideas, Thoughts, and Perspectives, V. 1. This publication provides the findings from the post-9/11 FBI Terrorism Research and Analysis Project (TRAP) Symposium. TRAP is a leading research consortium made up of international/domestic academics and law enforcement officers, and is a working group sponsored by the FBI’s Behavioral Science Unit. In it, these counter-terrorism experts provide a better understanding of the causes of terrorist activity and possible government response tactics to mitigate terrorist actions.

Policy and Legislative Response

United States Congressional Serial Set, Serial No. 14924, House Report No. 724, 9/11 Recommendations Implementation Act, Pts. 1-6 outlines the specific legislative changes enacted by Congress, providing both background and justifications for them along with attribution.

The Capitol Building and Dome

From 1793 until today, the Capitol building in Washington, D.C. has been a topic of interest—and has been the subject of several Government publications! The Capitol dome is soon to be covered with scaffolding for two years for a restoration project, so let’s try to uncover some Capitol treasures before that happens.

History of the Capitol

Representative Rufus Choate in 1833 came up with this idea: “We have built no national temples but the Capitol; we consult no common oracle but the Constitution.” Do you agree? You’ll find that quote as well as plenty more information about the building in the book History of the United States Capitol: A Chronicle of Design, Construction, and Politics, also known as S. Doc. 106-29 and part of the Congressional Committee Materials collection on GPO’s Federal Digital System (FDsys). If you’re a more down to earth person and want details on the cost of building the Capitol, check out Chapter 10 of H. Doc. 108-240, Glenn Brown’s History of the United States Capitol , also available on FDsys.

Capitol dome/Dome restoration

The Capitol dome is part of what makes it one of the most recognizable buildings in the country—but did you know it is not the first dome that was on the building? The current dome was designed by Thomas U. Walter and built over 150 years ago, from 1855-1866. The first dome was designed by Charles Bulfinch and finished in 1824. The last time the dome was restored was 1959-1960, and the cast iron now has more than 1,000 cracks, so it’s about to get restored in a two-year project.

What about inside the building? The National Statuary Hall Collection has two statues from every U.S. state, and H.R. 5711 was introduced in the 111th Congress (2010) to allow U.S. territories to furnish statues for the hall too. Illinois was the first state to send a statue of a woman —educator and reformer Frances E. Willard’s statue was installed in 1905.

To Make Beautiful the Capitol: Rediscovering the Art of Constantino Brumidi

Brumidi embraced American history and the United States, signing himself “C. Brumidi Artist Citizen of the U.S.” on one of his Capitol frescoes. For those who like historical tidbits (and cider), check out joint resolution S.R. 7 from 1867 prohibiting alcoholic beverages in the Capitol . . . or the 2011 hearing on “Nuclear Energy Risk Management” before a House committee which says the granite of the Capitol building means it has “some of the highest radiation levels in all of the United States, about 85 millirem per year.” (But don’t worry, cross-examination reveals that that level is just “normal radiation exposures from natural background.”) And finally, for even more detail, historical facts, and great images, don’t forget to check out the fabulous Web site of the Architect of the Capitol – they are experts on this fascinating building!

Designing a Nation: Civic Art in the Nation’s Capital

The U.S. Capitol and National Mall are a beautiful representation of the dignity and public spirit of the United States of America. This area is steeped in history, and you can learn more about the past and continued efforts to design, build, and preserve the U.S. Capitol and National Mall through many government publications.

Brumidi-To-Make-Beautiful-the-CapitolWith its famous dome celebrating its 150th anniversary in December 2013, the United States Capitol is a treasure-trove of civic art. Just released, To Make Beautiful the Capitol: Rediscovering the Art of Constantino Brumidi gives a detailed history of renowned Italian-born artist Constantino Brumidi’s masterful work in “making beautiful” the walls and ceilings of the United States Capitol in a span of 25 years starting in 1854. Every page delights with gorgeous, full-color photographs and images of Brumidi’s art, from photographs of the frescoes and decoration, to sketches, paintings and images of the artist, particularly the Brumidi Corridors and his “monumental fresco” in the Capitol Rotunda, called The Apotheosis of Washington. Fascinating anecdotes are included throughout of the artist and the inspirations he received for various elements, his relationship with engineer Montgomery C. Meigs, and the conservation efforts to preserve his work accurately for posterity. The primary oversight board for projects in the National Mall area is the U.S. Commission of Fine Arts, which was established by an act of Congress on May 17, 1910 in Public Law 61-181. This commission was created as an independent review agency for the work of designing the national capitol and to guide the architectural development of Washington. The commission’s role was expanded with later passage of the Shipstead-Luce Act of 1930 (Public Law 71-231 and Public Law 76-248), and the Old Georgetown Act of 1950 (Public Law 81-808). The U.S. Commission of Fine Arts has a long history of guiding the development of the nation’s capital. Several resources are available in print and online to learn more about the commission’s history.

The National Park Service maintains a detailed guide linking to documents and reports that detail the area history. The Mall Cultural Landscape Inventory, part 2 contains several pages describing the history of the Senate Park Commission and its formation into the U.S. Commission of Fine Arts.

Designing-the-nations-capitalThe U.S. Commission of Fine Arts published a monograph in 2006; Designing the nation’s capital: the 1901 plan for Washington D.C. This 359 page monograph contains illustrations in color and black and white, as well as maps. The National Park Service provides full text access to this title online.

In addition to this title, several editions of this history of the U.S. Commission of Fine Arts from 1910 to date were published in 1964, 1977, 1981, 1985, 1991, and 1996.

Civic Art : a centennial history of the U.S. Commission of Fine ArtsThe most recent addition to the volumes available about the history of the commission is celebrates 100 years of the work of the commission. Civic Art : a centennial history of the U.S. Commission of Fine Arts is a beautiful, 626 page monograph with illustrations, maps and plans. It is a comprehensive history of the agency and includes original essays by prominent architects and landscape architects including Arleyn Levee, Carroll William Westfall, and Richard Guy Wilson.

A Botanic Garden for the Nation: The United States Botanic GardenAnother beautiful book that features some of the history of the national mall area is A Botanic Garden for the Nation: The United States Botanic Garden. If you are interested in the official records of the commission, you can locate them at the National Archives. The record collection includes administrative history, annual reports, and a selection of still photographs. The records are divided between College Park, MD and Washington DC. Many of the records pertaining to the building and continued development of the National Mall are available at the National Archives, such as the National Park Service Records for the National Capital Region, and the Records of the Office of Public Buildings and Public Parks of the National Capital.
