The title I’m blogging about, Emergency Response to Terrorism: Job Aid (ERT), was first printed in May of 2000. While I don’t know how well it was selling at the time, I’m sure that sales greatly rose after 9-11.
This little comb-bound booklet goes into great detail about the steps and procedures that should be taken to deal with a terrorist attack. Whether toxic or explosive, this publication covers it all. As we well know, acts of terrorism can occur at any time, and without much warning.
A very important point is that Emergency Response to Terrorism: Job Aid, goes into detail about how to preserve evidence from an act of terrorism. This surely is an asset, because without evidence no crimes can be traced back to the responsible party. Almost anything can be considered evidence, especially items such as the ‘black box’ from the 9-11 attacks that is carried in every airplane. If these boxes had not been found after 9-11, much of the information we have now on the attacks would have ever been known. The ERT deals with many similar issues.
I think the ERT is a must read for anyone interested in obtaining knowledge about how to deal with acts of terrorism – specifically how to respond, as a citizen, to an act of terrorism. Copies can be purchased on our website, reviewed at the FEMA Web site, or in libraries.
Very informative blog about responding terrorist attacks. Terrorism is the governance mode to impose the facts to the Rights by the use of violent actions. More significantly a terrorist act is described by the fact to plan and organize the death of one .Keep posting.

Terrorism must be punished and take their consequence. In order to prevent it, the US government must take an action. The government must think and upgrade some laws against terrorism, provide high tech equipment, good facilities and extra funding for the building and the last is we must unite. In that conclusion of mine we may surpass the terrorism.

i didn’t read this book but i think that american gouverment must punish the men who organize it, the only case to prevent is to do more social laws, isnt a communist, is sharing ,even in france we have a same troubles, a comunist said “they privatize profit ans and socialize the folds”. a rebels who deturn the religion, a race is a terrorist .
make plan for emergency plan rescue is good but training is better but make house, schools, hopitals, funding the existing is the solution . In conclusion we passed the colonies, the independecies, now it s time to colaboration for terrorist we have got space colonies
Does this manual define terrorism for me? The word is thrown around a lot to cover responses to what seems to be acts of thugs trying to get power, meaning the response should be surgical, not general in nature.
While this publication may be useful, Mr. Marcus, you did not convince me I should buy or even read it, mostly because you don’t indicate when the publication was last updated. Released in 2000(?).
This is the 2003 edition, which is the most current one available.

I think your book was and is precious at the time that is over now when security agencies were not really operational to decide either or not if such an incident would occur, and I hope it won’t be in the future. We know now since the 9/11/01, that data monitoring is the way to undermine such events. This is why for a period of time when the events are to happen for instance, encouraged by irresponsible policies in such or such part of the world, data monitoring has to become a standard in terms of telecommunication policies. It is not a good news for the people who intend to plan attacks, and however it is not necessarily a bad news for ordinary citizens as they might or would feel more responsible for what they say to their phones and computers.
Nowadays the evidence of major attack plans are maybe not so much to be found than sadly solely attackers around the globe who share false beliefs about their reason to be born and alive and the way they would try to figure out about how to change their situations. Unless the situations would indeed change in their lives such persons might be victims of their fantasies and propagate an ideology that is not adequate to the purpose of the existence.
What are we talking about? Terrorism is the governance mode to impose the facts to the Rights by the use of violent actions. And it is very important to document the kind of modus operandi the persons or groups that operate such actions, have used or use actually. This is why the part of the book enlightened by the article is so important to the security forces : the evidence are to be preserved.
Immediately the sum of the problems described by the situation of terrorism is so vast it might be an idea to close restrict the debate to the accurate criteria that is : the intention to know the ultimate result of a certain action defines the terrorist attack. Otherwise of course anything could be considered as terrorism which is not the way the Justice interpret for instance the notion of destination.
In our world of 2010 the terrorism is mostly a question of small groups organized or not as a global network or not and who intend to operate within the idea of a clear knowledge of the destination of their acts. The terrorism is about triggering the gears that actualise the potential preparation of acts that are long term prepared and for which they trained for.
The counter-terrorism is at risk because the confusions between ordinary acts and terror attempts are common and the risk to mislead and focus the resources on the wrong parts of the territories are as high – we shall say we hope it is less of course – as the probabilities such events happen when and where they are not supposed to according to customs and general rules of common sense.
As such it might be dog following a bee : the bee is faster.
This is why another idea would consist of engaging or diversifying its resources towards terrorism prevention or terrorism information towards the public as, for long time it exists in current wars and in well known regions on the globe, the anthropological substrate of such ways of being are well known. The publication of this book is exactly the case of such an information only, it is a book about about history in a way because counter-terrorism is also about secrecy and discretion.
Why would persons trigger deadly gears in terror attacks at all? One should answer right away that if one would know, one would be considered a potential disaster for humankind, of course. And the answer falls short of a complex anthropological basis to understand the several ways a person can be conducted by himself or by other persons to conclude the only way to continue to exist would be to commit murder or mass murder. As soon as we said that we understand terrorism is – not an act engaged towards life! – only an act trying to resume a situation where life is no longer acceptable without breaking it around and letting it know very loud generally.
In which we immediately understand :
1) that it is not an act of resistance which consists in overturning a political situation.
2) that it is a malfunction of the primary motion of life to promote itself as long as possible.
3) that States who encourage misbehaviour by their own legal forces can be fully seen as terrorist States as they 1) deny the political drama, 2) show their malfunctioning will to govern according to the principle of their legitimate conservation.
The last point is slightly controversial and applies not in the views expressed here, to the United States of 2010. The controversy here would stop if the strict engagement towards the saving of lives and avoiding of unnecessary suffering would be drawn as the mainline in all concerning the way States should react to or prevent terrorism. This point of view is quite different from the ordinary crime victimization
as the current definition of terrorism is the instantiating of the idea of mass victimization.
The imputability of terrorism is a severe charge and its reality is a sad confirmation that life is at risk in many parts of the inhabited world. The forces combating terror attacks are courageous and put their life at risk for the others, while terrorists put their life at risk eventually against the others. States that do not comply to the respect of their citizens and residents are playing a dangerous game around the idea of terrorism. A game that will one day set clearly as history facts and as such, judged by the posterity of all.
Would you listen to someone that knows what they are talking about? Language, Traditions, Customs, and/or reasons for doing what they are doing? Someone that grew up in the Middle East? Someone that is a trained Security Specialist?
